Position Summary:
This Management Analyst position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Human Resources. This position evaluates HR policies, processes, and systems to improve efficiency, compliance, and employee experience. Collecting and analyzing data on workforce trends, staffing needs, and organizational performance, then recommend strategies to optimize recruitment, retention, training, and benefits administration. This role often involves preparing reports, streamlining workflows, ensuring regulatory compliance, and supporting HR leadership in strategic decision-making.
Job Responsibilities may include but are not limited to the following:
- Compiles and uses data to create scorecards and provides analytical reports for Division Leadership.
- Plans, organizes, reviews, analyzes, and makes recommendations on general to complex classification requests.
- Serves as KDOT’s E-Verify Program Administrator which includes managing user accounts, providing guidance to users, and staying informed of changes to E-Verify.
- Tracks, reviews, analyzes, and provides reports for the Telework Program and serves as an Administrator for Organizational Publisher, entering changes and updating the system as assigned.
- Completes quarterly position management metrics, monthly and annual direct recruitment efforts report, and weekly Full-time Equivalent (FTE) Report.

Qualifications:
Minimum Qualifications:
- Three years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data.
- Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
Preferred Qualifications:
- Three years of experience in planning, directing, organizing, managing, or administering personnel or human resource functions.
- Experience in data analysis, comparison, and organization.
