by the Administration for Children and Families (ACF) and the Children’s Bureau. The role is responsible for
developing, maintaining, and coordinating project documentation required for federal approval, system implementation,
and operational support.
The Technical Writer will collaborate with project management, business analysts, system architects, developers,
quality assurance teams, and program stakeholders to produce clear, accurate documentation aligned with federal
CCWIS requirements and project governance standards.
Responsibilities: - Develop, maintain, and coordinate federally required documentation for a Comprehensive Child Welfare Information System (CCWIS), ensuring compliance with regulations and guidance issued by the Administration for Children and
- Families (ACF) and the Children’s Bureau.
- Prepare and maintain Advanced Planning Documents (APDs), including Implementation APDs (IAPDs), Operational APDs (OAPDs), and APD Updates, along with supporting narratives, appendices, and documentation required to obtain and maintain federal approval and funding for the system.
- Document system architecture, modular design, functionality, and technical implementation approaches to demonstrate compliance with CCWIS regulations (45 CFR 1355 and 1356) and federal system certification expectations.
- Develop and maintain the CCWIS Data Quality Plan required by ACF and the Children’s Bureau, including documentation of data governance structures, data stewardship responsibilities, data quality standards, monitoring.
