Job description

Summary You will serve as a SUPERVISORY PROGRAM ANALYST of IMMEDIATE OFC OF CHIEF OF NVL OPS. Responsibilities You will serve as a central point of contact in Division, and within OPNAV for ship recapitalization matters. You will oversee the analyses, correspondence, point papers, and briefings for OPNAV, OSD and systems command officials. You will evaluate the interrelationships and trade-offs among competing requirements and fiscal constraints. You will continually monitor requirements development and program execution. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert knowledge of, and practical experience with, the Navy Planning, Programming and Budgeting, and Execution process (PPBE) and POM/PR process is required. Supervises all aspects of managing the Shipbuilding and Conversion (SCN) appropriation through development of the POM and budget. This knowledge encompasses requirements development, fiscal program management, appropriation guidelines, cost effectiveness and trade-off analysis. - The ability to analyze the credibility of planning estimates through comparative analysis is a qualification. - Ability to plan and manage complex system development and support programs involving interaction with a variety of organizations, laboratories, field activities, and contractors, including international venues, is required. - Expert knowledge of all phases of the federal budget process and the planning, programming, and budgeting system in the Department of Defense and its unique operation within the Department of the Navy is required. This includes expert knowledge of the Congressional budget process and strategies of budget presentation, including Congressional review of Department of the Navy budget and authorization requests for a wide range of operating, personnel, research and development, procurement, and military construction programs. - Detailed practical knowledge and experience with future force formulation and ship recapitalization in order to assess force architecture and force structure efficacy is required. - The incumbent must have a detailed knowledge of Navy warfighting considerations in order to effectively support requirements development. - Ability to assess integration issues for complex systems is required. - Knowledge and skill to evaluate the impact of fiscal ruleset changes and funding adjustments on program execution is required. - Ability to take into account the synchronization of all elements of design, ship acquisition, equipment acquisition, shipyard/fabrication facility availability, and workforce loading and training in order to resolve execution issues and make recommendations to higher authority. - Knowledge of OSD, OPNAV and SECNAV organizational structures and the working relationship between OPNAV resource sponsors, SYSCOM program managers, Fleet and Type Commander staffs. - Knowledge of other defense agencies, foreign Navies, Joint and Combatant Commander staffs, and Congressional agencies is required.
