Summary

The Housing and Urban Development/VA Supported Housing (HUD-VASH) Program Coordinator has significant personnel management responsibilities for professional and non-professional staff. The HUD-V ASH Program Coordinator is responsible for the professional and administrative management of HUD-VASH team members. The HUD-VASH Program Coordinator may also provide direct clinical services for Veteran's eligible for HUD-VASH services throughout the facility's patient care area.

Administrative and Supervisory Functions

  • The HUD-VASH Program Coordinator has full responsibility for all phases of social work service delivery for the HUD-VASH program and provides team leadership, conducting regular staff meetings to coordinate the provision of services in compliance with established policy and procedure.
  • The HUD-VASH Program is comprised of a team inclusive of Social Work Supervisor(s) (GS-12), Social Work Coordinator(s) (GS-12) Social Workers (GS-9/11), Program Support Assistant, Housing Specialist, Peer Specialists, nurses, and an occupational therapist. The incumbent is expected to provide the full range of supervisory duties including: assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • Incumbent is responsible for weekly, monthly, and quarterly meetings and reports respective to each assigned program. Incumbent is also responsible for program reports to VISN and VACO for the coordinated programs.
  • Develops local policies and procedures in accordance to VHA and Medical Center policy, Federal, State and Local regulations, and Joint Commission requirements. The incumbent is the lead on CARF compliance and is responsible for ensuring the program meets the criteria for CARF accreditation.
  • Performs other related duties as assigned.
Clinical Functions
  • The incumbent conducts and participates in outreach activities including field interviews, assessments and referrals for homeless Veterans contacted in the community, shelters and on the streets, as well as those who are referred by VA residential programs and facilities. The incumbent maintains current and establishes new relationships with other community-based service providers for the homeless, and when appropriate, represents VA at community service provider meetings.
  • The incumbent develops psychosocial treatment plans, actively involving the veteran and their family or significant others, in coordination with the interdisciplinary team members. Using known resources, the incumbent makes initial and continuing decisions coordinating the veteran's care through linkage and referral to VA facilities. The incumbent effectively provides case management services while utilizing professional skill, objectivity, insight, clinical training and experience to interpret data and to identify viable treatment options. The incumbent provides referrals to both VA and non-VA programs and services.
  • The incumbent may provide training to students, residents, interns and fellows from other disciplines, and when appropriate conducts formal workshops and classes for staff under the supervision of the Community Outreach Division Director.

Work Schedule: Monday-Friday, 8:00am-4:30pm

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA.

Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement).

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
  • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

    • Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. At the time of appointment, the supervisor, chief social work or social work executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Social Worker (Program Coordinator), GS-13

Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
  • Skill in coordinating and implementing one or more specialty program(s), across the facility.
  • Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
  • Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
  • Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
  • Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
  • Knowledge of organizational structure and impact on program operations.


Preferred Experience: Transformative leadership program management and supervisory experience. Recorded experience with change management, performance monitoring, cross-departmental collaboration, and technical writing (developing SOPs). Experience working with people experiencing homelessness, substance use disorders, and mental health diagnoses.

The full performance level of this vacancy is GS-13.

Physical Requirements: The work requires the ability use a computer and ability to navigate throughout an office building environment. The work may require engaging Veterans in their environment. This may include emergency shelters, community agencies, veteran's residences and places not meant for habitation. Some encounters may be outdoors during all times of the year. There will be some walking; standing; bending; carrying of light items such as papers, book, small parts; or driving an automobile, etc. The incumbent is required to transport veterans using a government assigned vehicle, therefore, would need to pass a driver's physical sufficient to meet the standards outlined in policies.
