Job description

Nature of Work

This position performs professional work to assist the Transportation and Mobility Department (“Department”) in the planning, coordination, design, construction, and administration of various bicycle and pedestrian projects and initiatives. The Bicycle-Pedestrian Coordinator will ensure the Department's ability to deliver key pending bicycle-pedestrian projects and initiatives as well as address current bicycle-pedestrian safety and accessibility issues throughout the City. As the need to promote walkability and bike-ability and ensure the safety of pedestrians and bicyclists in our City continues to be a priority for the Mayor and City Commission, this position will allow the Department to achieve the City's vision of becoming less car-centric and advance Strategic Plan goals to improve the walking and biking experience in order to effectuate mode shifts. The incumbent will use sound professional and independent judgment in accordance with established procedures and guidelines, and to ensure the advancement of the City’s Strategic Vision and adopted transportation/mobility master plans.

Illustrative Examples of Essential Duties

The duties of this position include, but are not limited to, the following:

  • Manage consultants involved in the planning, engineering, and design of transportation and mobility projects, with a focus on advancement and implementation of the adopted Transportation Master Plan, Bicycle-Pedestrian Master Plan, and other mobility/multimodal projects and initiatives, including, but not limited to, reviewing and approving scopes of services and price proposals (i.e. consultant service orders), payment applications and invoices, purchase requisitions, change orders, budget allocations, project schedules, and ensuring consultants’ work products comply with project scopes and contract specifications.
  • Ensure bicycle-pedestrian accessibility compliance on all roadway infrastructure projects (FDOT, County, and City) through interagency coordination and plan reviews in accordance with the City's adopted Bicycle-Pedestrian Master Plan and Street Design Guide.
  • Manage the review of internal design plans to ensure compliance with the City's adopted Bicycle-Pedestrian Master Plan and Street Design Guide.
  • Perform on-site inspections, evaluations, observations, and field reviews of bicycle-pedestrian safety and connectivity concerns, issues, and requests reported by residents and/or users, provide technical expertise, and make recommendations for improvements, as appropriate.
  • Coordinate the development of action plans, including interagency coordination, for resolving bicycle-pedestrian safety and accessibility requests or issues/complaints.
  • Coordinate with Citibike on the Decobike Bicycle Sharing Program, including managing the electric-assisted program and evaluating effectiveness.
  • Represent the Department at interagency meetings to coordinate bicycle-pedestrian infrastructure projects and issues and ensure the City's bicycle-pedestrian mobility and safety needs and interests are met.
  • Perform technical reviews and assessments of projects at various stages of development to ensure that bicycle/pedestrian facilities are effectively designed and integrated in accordance with applicable bicycle/pedestrian plans; and provide comments and make recommendations for improvements, as needed.
  • Serve as the City's Vision Zero and Tactical Urbanism Coordinator, primary contact and facilitator for implementation of such projects in furtherance of the City's adopted multimodal mobility plans.
  • Attend multidisciplinary meetings and provide technical guidance on Vision Zero, Tactical Urbanism, and Complete Streets projects; and report opportunities and challenges to the Department leadership.
  • Coordinate the planning and installation of short-term and long-term bicycle parking facilities, including bike racks, as well as bicycle repair stations in the City.
  • Maintain close working relationships with the FDOT and Miami-Dade County Bicycle-Pedestrian Coordinator.
  • Provide guidance on industry best practices related to local and regional bicycle and pedestrian facilities, plans, and projects to ensure alignment with the City's adopted multimodal mobility plans and modal prioritization, and nationally recognized standards and guidance, including, but not limited to, NACTO.
  • Attend meetings, including the City's Transportation, Parking, and Bicycle/Pedestrian Facilities Advisory Committee and the Transportation Planning Organization (TPO) Bicycle/Pedestrian Advisory Committee to provide updates on active and planned projects and address Committee requests and concerns.
  • Participate in an advisory role in development of the Transportation Master Plan Update and other local and regional multimodal mobility plans.
  • Develop, maintain and update a Citywide Bicycle Facilities Map, which delineates existing and proposed bicycle and shared-use facilities in the City.
  • Participate in the project planning activities to ensure that pedestrian/bicycle safety and facilities are considered in the project concepts. This includes review of Project Development & Environmental (PD&E) studies, planning/feasibility studies, design scopes of work, design concept alternatives, and traffic signalization plans.
  • Prepare applications for federal, state, and local grant funds for bicycle and/or pedestrian facilities and enhancements.
  • Review Maintenance of Traffic (MOT) Plans, including pedestrian detours, and make recommendations to ensure bicycle and pedestrian accessibility and safety during construction affecting the right-of-way.
  • Perform other related tasks as directed.
In addition, this position will assist the Department in performing the following tasks:
  • Conduct field reviews and inspections/inspection of transportation construction projects to ensure the proper deployment of lane closures and compliance with lane closure hours.
  • Coordinate maintenance of existing and future bicycle/pedestrian pilot and tactical urbanism projects.
  • Conduct inspections of active lane closures/MOT for compliance with approved pedestrian and bicycle detours.
  • Conduct inspections/field reviews for MB Trolleys, FreeBee, bus shelters, bike parking and bike repair stations and make recommendations for improvements, as needed.
  • Investigate and respond to EGov/customer service requests received by the Department.

Minimum Requirements

  • Graduation from an accredited college or university with a Bachelor’s degree in Planning/Urban Studies, Transportation Engineering or related field.
  • Extensive, progressively responsible experience in the management and direction of a transportation or planning department or program desired.
  • Experience can substitute for education on a year-for-year basis
PHYSICAL REQUIREMENTS

  • Must have the use of sensory skills to effectively communicate and interact with other employees, agencies, and the public through the use of the telephone, email, and personal contact.
  • Physical capability to effectively use and operate various office equipment, including, but not limited to, computer, calculator, copier, scanner, and fax machine.
  • Significant walking and regular moving, periodic driving, climbing steep slopes, carrying, bending, kneeling, reaching, and handling, sitting, standing, pushing, and pulling.
