Job description

As an academic administrative unit in the School of Medicine, the mission of the Department of Family Medicine is to provide compassionate, evidence-based, patient-centered health care in an academic setting to a diverse and inclusive population, while also providing rigorous training to a broad spectrum of physicians and trainees that will become leaders in contemporary and translational research. The Department's vision is to create a healthier world for all by applying innovative and transformative healthcare while training the next generation of thoughtful leaders to continue discovering impactful interventions for the treatment and prevention of disease.

The Department of Family Medicine has approximately 250+ personnel including 85 salaried faculty and Management and Senior Professional (MSP) physicians and 82 core and affiliated trainees, residents and fellows. Department activities total approximately $70 million: $30 million annual clinical budget, $30 million research portfolio and $10 million annual department budget including teaching and self-supported programs. Under the leadership of the Interim Chair, the Department is currently undergoing significant strategic planning efforts. This includes the management, strategic growth and improvement of four faculty practices focused on value-based care and innovative care models across Family Medicine, Sports Medicine, Behavioral Health, and the Clinical Center for Integrative Medicine (CIM). In addition, advances are being made in the philanthropic development mission of the Department, which is comprised of three divisions, five centers, and approximately 15 programs.

The University of California San Diego Center on Learning Health Systems (LHS) Science is funded by the Agency for Healthcare Research and Quality. The overall objective of the LHS Center is to provide didactic and experiential training in learning health systems science to clinicians and other scientists from diverse backgrounds. The three cores of the Center - Administrative Core, Research and Education Core, and Research and Data Analysis Core - will operate as inter-dependent parts of the Center infrastructure to support the professional development of scientists to conduct research that accelerates progress towards an integrated learning health system. The Research and Data Analysis Core (RDAC) provides collaboration and expertise to the LHS Center and LHS Scientists in study design, data management, data analysis, power and sample size calculations, data interpretation, presentation and reporting of results. The resources provided by the RDAC will ensure the highest level of scientific rigor and reproducibility of patient centered outcomes research and comparative effectiveness research (PCOR/CER) and the dissemination, implementation, and use of PCOR/CER evidence in LHSs.

In addition to the LHS Center, the incumbent will work on the Concierge for All project which aims to enhance the responsiveness to patients’ urgent needs for gastroenterology (GI) symptom relief by providing services at the right time, by the right healthcare professional, assisted by information in the EHR.

The incumbent will play a pivotal role in guiding and supporting clinical informatics research leveraging their expertise in data modeling, Clarity reporting (include user access log) and statistical analysis. Working closely with UCSD-based and external researchers and stakeholders, the incumbent will design strategies for evaluation of informatics initiatives, quality improvement efforts, develop measures and metrics to assess technology use within academic and community medical center settings, and create customized analytic datasets and perform statistical analyses.

MINIMUM QUALIFICATIONS

  • Nine (9) years of related experience, education/training, OR a Bachelor's degree in related area plus five (5) years of related experience/training.

  • Advanced web application and database programming experience using ASP.NET, C# and SQL Server including two or more years supervised SQL programming experience.

  • Expertise in relational database design and development; and demonstrated experience with complex data modeling, database design and development using DBMS such as MS SQL Server, DB2 or Oracle database systems.

  • Proficient in Epic event logging data model (metadata) and certified in EPIC EMR Clarity data warehouse reporting, Cogito Reporting workbench, and Cogito Radar applications, with advanced expertise in EPIC data and EPIC Clarity Data Model.

  • Broadly encompassing or highly in-depth knowledge of 1-2 areas of focus in clinical informatics specialty areas. Knowledge of controlled terminology, clinical workflows, user interface optimization, clinical decision support, rules development, data integration and mining, clinical ontologies and adoption of technology.

  • In-depth knowledge of all relevant clinical informatics software and systems, and of the highly-complex concepts, principles, policies, methodologies, techniques, best practices, regulations, and standards practices involved with patient care and electronic medical data management in the UC health care system.

  • Advanced organizational and project management skills, with the ability to lead a team, prioritize tasks, and see projects through from inception to completion on schedule.

  • Advanced interpersonal communications skills, to convey highly technical information and instructions to all levels of clinical users in a clear and concise manner, to provide technical support, and to develop and deliver training materials as needed.

  • Advanced ability to serve as a technical leader and information resource, and to work collaboratively with senior staff and management across departments, providing advice, counsel, and analysis on issues of policy, functionality, system efficiency, upgrades, business analytics, and industry advances and trends.

  • Advanced knowledge in scientific understanding of patient and health indicators and measures related to the field of Health Outcomes.

  • Demonstrated advanced experience with current Web security and encryption technologies.

  • Develop advanced EPIC real-time reporting for faculty researchers, scientists, and end users. Own all aspects including support, upgrade, and troubleshooting.

PREFERRED QUALIFICATIONS

  • Master’s degree in computer science, related field, or equivalent experience; or a comparable combination of education and significant engineering and programming experience necessary to complete the essential functions of the position.

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
