HOURLY RATE: $34.52

POSITION SUMMARY:
Responsible for assigned business unit(s) safety programs to include assisting with the development, implementation, monitoring and managing safety programs, policies and procedures. Ensures the organization complies with all current safety regulations. Identifies unsafe conditions that need improvement and recommends adjustments to safeguard employee health. May take immediate corrective actions such as shutting down work in progress, in the event imminent danger is detected. Position receives general direction and oversight from the Director of Safety and/or Safety Manager as appropriate. Further, as a key part of the assigned business unit(s) this position maintains a strong dotted line reporting relationship to key operational managers.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

• Identifies and anticipates safety & health concerns and hazards by surveying environmental, operational and occupational conditions; rendering opinions on new equipment and procedures; investigating violations; recommending preventative programs.
• Guides and promotes safe work performance by developing safety systems, policies and procedures; developing safety campaigns, communications and recognitions.
• Enforces safety policies by conducting inspections; reporting statistics; counseling managers and employees.
• Leads and participates in a wide variety of employee activities regarding accident prevention, accident investigations, safety committee meetings, job hazard analysis and the like to facilitate greater awareness and understanding of how to eliminate safety hazards in the work environment.
• Promotes a safe environment by coordinating and cooperating with local, state and regional safety groups and agencies.
• Identifies patterns of unsafe behaviors in the work environment or where safety leadership gaps may exist. Promptly advises operational leaders of identified concerns.
• Supports company-wide objectives. Rewrite and update procedures and process memorandums relating to fire protection and safety hazards.
• May supervise the Marine Chemist and Shipyard Competent Person Program.
• Provide critical safety related trainings to include OSHA 10, CPR, PIT and company safety policies.
• Represents the Safety Department and production turnover meetings to address safety concerns of operational leaders.
• Attend pre-arrival and/or production fabrication meetings for projects and provide safety concerns, potential hazards and identify accident mitigation measures to operational personnel and project supervisors.
• Assist in determination of corrective actions to safety deficiencies and follow up to confirm effectiveness.
• Complete and maintain a variety of safety related reports, documents and other records as directed.
• Engages in continuous professional development to remain current on professional safety trends, regulations etc.
• Assists Safety Director with special projects as requested.

SECONDARY FUNCTIONS:

• Provides depth to safety functions throughout the company including locations such as Everett, Tacoma, Port Angeles, Ketchikan and Portland.
• Provided depth to cover other safety needs in the Seattle Facility.
• Provides support to Director in furthering specific companywide initiatives.

JOB SCOPE:
The position operates within general parameters, but exercises appropriate independent judgment in adjusting priorities, goals and work assignments, methods, procedures and techniques to successfully ensure safety compliance.

SUPERVISORY RESPONSIBILITY: None

INTERPERSONAL CONTACTS:
The incumbent coordinates his/her efforts with the Operational managers of the business unit(s) assigned to provide support, with oversight and direction from the Safety departments. This position represents the Company through formal and informal interactions and communications with all levels of management/supervision, salaried employees, hourly craft employees, government officials and industry peers.

KNOWLEDGE SKILLS AND ABILITIES:

• Working knowledge and ability to apply of OSHA Maritime regulations and General Industry regulations that pertain to the maritime industry.
• Working knowledge of the structure, location, and designation of vessel spaces where work is done.
• Ability to perform as a Shipyard Competent Person if required.
• Ability to recognize safety deficiencies on vessels and in the shipyard and take proper corrective actions.
• Ability to identify trends in unsafe practices by crafts and make corrective recommendations to appropriate supervisors.
• Ability to investigate accidents, injuries, fires and other incidents and produce computer generated reports.
• Ability to understand job scope to determine if there are any safeties concerns.
• Ability to use PC and software applications such as MS Office and Database programs.
• Ability to effectively communicate with all employees orally and in written format.
• Ability to respond to emergencies.
• Must be able to lead, manage and motivate employees in a safety environment.
• Must have the analytical ability to research problem areas
• Must possess excellent organizational and negotiation skills.
• Must be a well-organized, detail and customer (internal and external) oriented self-starter.
• Ability to exercise sound judgment, work well independently, prioritize duties and follow through tasks to completion.

• Ability to recognize potential and active high-risk situations and to formulate and advocate corrective and/or preventative measures.

EDUCATION AND/OR EXPERIENCE:

• High School Diploma or GED Certificate required.
• Associate’s degree in a closely related field or equivalent combination of formal education and experience required.
• Bachelor of Science degree in environmental science, industrial hygiene, safety management or related field of study preferred.
• Three (3) or more years of demonstrated proficiency, ideally with increasing responsibility, in a safety inspector/representative role in a heavy manufacturing or marine industry required.
• Requires completion of a National Fire Protection Association Shipyard Competent Person course (or equivalent fire suppression course work).

• Experience to include working in enforcement and with interpretation of NFPA, WISHA, DOSH and OSHA Regulations

CERTIFICATES, LICENSES AND REGISTRATIONS:
Must keep current certifications for First Aid, CPR, AED, and shipyard competent person training.

PHYSICAL DEMANDS:
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. May be required to be in production areas in yard and onboard ships. Must be able to walk to and from job sites. Must be able to frequently climb inclined stairways and vertical ladders. May be required to work more than 8-hour shifts and weekend work. May be required to lift up to 20 pounds. Local travel up to 10% of the time. Out-of-town travel (including air travel) up to 5% of the time with notice.

WORK ENVIRONMENT:
While in production areas, will be exposed to all weather conditions, noise, dusts and odors.
