Human Resources Specialist

This is an Open Competitive recruitment to create an eligibility list for current and future vacancies. Incumbents holding the Classification of Human Resources Specialist are assigned to different units within the Human Resources Division. Typical work assignments for this classification will emphasize one of the following: Employment Services, Certificated Personnel, or Personnel Commission functions. Successful candidates are expected to work (8) hours/day, five (5) days/week, and twelve (12) months/year.

Duration of eligibility list: Successful candidates will be placed on the eligibility list that will remain valid for six months from the date of approval by the Personnel Commission.

Under general supervision, performs specialized technical tasks involving recruitment, selection, compensation and employment, and in the development and maintenance of comprehensive human resources employment records in an automated environment; monitors staff in the processing of employment processes; monitors staff for compliance with rules and regulations with respect to classified and non-classified employees; may coordinate and support the substitute teacher computerized management system; and performs related duties as assigned.

Incumbents in the Human Resources Specialists classification perform technical and specialized personnel tasks at the paraprofessional level. Human Resources Specialist incumbents may provide lead direction to HR Assistants and office support staff and make decisions of moderate impact and consequence within predetermined guidelines.

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

  1. Provides lead direction, training and guidance to lower-level staff.
  2. Processes paperwork required for classified and non-classified employment, retirement, termination, resignation, leave of absence, change of assignment and related information.
  3. Screens applications for employment.
  4. Researches, compiles, assembles and distributes a variety of reports to local, state and federal agencies; interprets policies.
  5. Processes and maintains employment forms and records; informs payroll of changes as appropriate; processes personnel requisitions.
  6. Maintains and monitors the District's seniority systems; researches and analyzes employment history records to resolve problems or respond to inquiries.
  7. Provides employment verification and processes related to written inquiries.
  8. Assists in conducting classification studies and surveys; conducts job analyses utilizing various analysis techniques.
  9. Assists the Director with special projects such as handbooks, form development, writing new procedures and rules, and preparing annual reports.
  10. In the Certificated Human Resources Department, may oversee and coordinate the District's Subfinder system, an automated substitute teacher placement process; ensures all teacher absences are assigned an appropriate substitute; prepares a variety of reports on teacher absences; troubleshoots the automated system and coordinates with vendor for repair or upgrade; calculates and signs substitute teacher time cards and submits to payroll; ensures new substitute teachers have all necessary credentials/approvals.
  11. In the Recruitment & Selection unit, performs technical human resources work in the areas of classification, compensation, Personnel Commission rules and regulations, recruitment, selection and staff development, and may assist higher-level personnel in performing more complex assignments.

Minimum Qualifications:

Knowledge of:

  1. Principles and practices of human resources administration.
  2. District procedures, rules and regulations and related documents governing the employment of classified and certificated employees.
  3. Basic research techniques.
  4. Federal and state employment laws and related legislation including Americans with Disabilities Act, EEOC, FEHC and the Uniform Guidelines on Employee Selection.
  5. Computer terminal operating methods and word processing, database and spreadsheet software; Subfinder system.
  6. Modern office practices, procedures and equipment.
  7. Record-keeping techniques.
  8. Correct English usage, grammar, spelling, punctuation and vocabulary.
  9. Personnel Commission organization, purpose and goals.
  10. District organization, operations, policies and objectives.
  11. Applicable sections of state education code, Personnel Commission Rules Governing Classified Employees and Merit Systems.
  12. Classified and certificated bargaining agreements.
  13. Interpersonal skills using tact, patience and courtesy.
  14. Telephone techniques and etiquette.

Ability to:

  1. Administer a complex program with fluctuating workloads and tight deadlines.
  2. Interpret, explain and apply District policies and procedures regarding classified personnel.
  3. Perform automated human resources-related record keeping with a high degree of accuracy.
  4. Prepare and file accurate summaries and reports in a timely manner.
  5. Operate a computer terminal with speed and accuracy.
  6. Use word processing, database and spreadsheet software with skill.
  7. Make mathematical and statistical calculations quickly and accurately.
  8. Establish and maintain effective relationships with those contacted in the course of work.
  9. Work independently with little direction.
  10. Meet schedules and time lines.
  11. Perform a variety of specialized clerical and technical duties related to classified personnel.
  12. Plan and organize work.
  13. Lead the work of others.
  14. Maintain complex and confidential records and files.
  15. Work confidentially with discretion.
  16. Communicate effectively both orally and in writing.
  17. Operate a variety of office equipment such as a computer and calculator.

Education, Training, and Experience:

  • Option One: Graduation from high school, G.E.D equivalency or higher. And, Three (3) years of progressively responsible human resources experience in a public agency.
  • Option Two: Graduation from high school, G.E.D equivalency or higher. And, twenty-four (24) college semester units, from an accredited college or university in good standings, in Business Administration, Public Administration, Psychology, Sociology or Behavioral Science. And, two (2) years of progressively responsible human resources experience.
  • Option Three: Graduation from a, accredited four year college or university, with majors in Business Administration, Public Administration, Psychology, Sociology, Behavioral Sciences, or a related field. And, one year of paid progressively responsible human resources experience.

Licenses; Certificates; Special Requirements: Some assignments may require a valid California Driver License and proof of insurability.

  • Stand, sit and walk for extended periods of time.
  • Work at a desk, conference table or in meetings of various configurations.
  • Read, interpret, and apply rules, regulations, policies and procedures
