We're hiring a Finance Analyst Supervisor to lead our Capital Improvement Program (CIP) budget team. This is a great opportunity to grow as a leader while supporting the financial planning behind major public investments. In this role, you'll guide a team of Senior Finance Analysts, help shape sound budget plans, spot risks early and support program teams in making confident financial decisions.

Job Responsibilities

  • Lead budget development and monitoring for the department's six-year Capital Improvement Program (CIP), tracking how public dollars are planned, allocated and spent across major transportation projects.
  • Partner with the CIP Finance Manager, SDOT Finance Manager and Chief Finance Officer to drive the strategic direction of the SDOT CIP budget.
  • Develop and recommend budget policies, procedures and funding strategies that keep the CIP on track.
  • Assign, review and support the day-to-day budget work of the Senior Finance Analyst team.
  • Support Senior Finance Analysts as they provide budget analysis, funding guidance and capital program reporting for the project teams they serve.
  • Identify budget overruns, funding shortfalls and financial risks early, advise management on solutions and lead efforts to resolve problems before they affect project delivery.
  • Serve as a budget resource for management, helping teams prepare CIP budgets, interpret funding guidelines and respond to budget questions from across the department.
  • Maintain the CIP Finance Analyst Desk Manual and provide ongoing budget training and guidance to the Senior Finance Analyst team.
  • Support department goals in promoting diversity and social justice in keeping with the City's Race and Social Justice Initiative.

Qualifications

Minimum Qualifications: Education: Bachelor's degree in business administration, public administration, finance, accounting or a related field.

Experience: Four (4) years of professional experience in budget management, budget development, capital program financial planning, or closely related work. Accounting experience alone does not substitute for direct budgeting experience.

Supervision: One (1) year of experience in a supervisory or lead capacity.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties. You'll do well in this role if you can:

  • Translate complex capital budgets and funding plans into clear guidance that analysts, managers and project teams can act on with confidence.
  • Build, monitor and adjust multi-year budgets for large programs while keeping a close eye on accuracy and deadlines.
  • Guide, coach and support a team of analysts in budget development and capital program financial planning, helping each person do their best work.
  • Navigate complex budgeting systems and capital program management tools to track funding, project spending and budget status.
  • Advise management on funding risks, budget tradeoffs and solutions before problems affect project delivery.
  • Work effectively in a multicultural workplace that serves a diverse public.

Other Requirements: Work Environment / Physical Demands: You'll work in a hybrid setup, with a minimum of three days each week in a City office and two days remote, in a regular 40-hour work week.

The City's full salary range for this position is $58.21 - $67.84 hourly.
