The Pandemic Fund is a collaborative, multi-stakeholder partnership among donor countries, co-investors (countries that are eligible to receive funding from the Pandemic Fund), multilateral development banks (MDBs), other international organizations, philanthropies, foundations and civil society organizations.
The Pandemic Fund's mission is to ensure that the next infectious disease outbreak, wherever it emerges, is rapidly detected and contained before it becomes a global crisis. To that end, the Fund finances critical investments to strengthen pandemic prevention, preparedness, and response (PPR) capacities at national, regional, and global levels, with a focus on low- and middle-income countries. In just over three years, the Pandemic Fund has built an investment portfolio of US$11.5 billion, currently comprising 67 projects spanning 128 countries across six geographic regions.
The governing and administrative bodies of the Pandemic Fund are its Governing Board, Secretariat (hosted by the World Bank), Trustee (a function performed by the World Bank), and Technical Advisory Panel (TAP). The Pandemic Fund channels resources to eligible countries/regional bodies through a group of accredited Implementing Entities.
The Secretariat is staffed by a dynamic, high-performing team based at the World Bank's headquarters in Washington, DC. Its work is organized into five workstreams: Governance and Board operations; Grant Operations, Portfolio Management and M&E Partnerships; Communications; TAP support. An Executive Office comprising the Executive Head, Deputy Executive Head, and a Sr. Assistant, oversees the Secretariat's deliverables, results and impact, coordinating across the five workstreams.
The Secretariat is looking for an energetic, resourceful, and qualified ETC with experience working on global health strategy and policy issues, as well as on learning and knowledge sharing, to support the Executive Office in: i) shaping and influencing global engagement relevant for the Pandemic Fund; and ii) designing, implementing, and maintaining structured learning and knowledge sharing platforms around the Pandemic Fund's operational portfolio.
DUTIES AND ACCOUNTABILITIES
Working under the guidance of Secretariat leadership, the ETC will collaborate closely with all members of the Secretariat and work with internal and external stakeholders to ensure the timely delivery of high- quality results.
Monitor, synthesize, and analyze developments related to pandemic PPR, global health architecture reform, financing, and governance.
Prepare high-quality briefing materials, talking points, concept notes, and meeting summaries.
Proactively identify key stakeholders, entry points, and priority events for engagement.
Track the UNGA HLM 2026 process and the WHO-hosted Joint process on GHA and support the development and implementation of a strategic engagement roadmap to ensure strong visibility and positioning of the Pandemic Fund.
Maintain regular internal updates and coordination mechanisms to align Secretariat messaging and positioning.
Design, implement, and continuously refine a structured learning and engagement platform for Pandemic Fund stakeholders.
Develop and manage a rolling calendar of webinars, learning events, and knowledge exchange sessions highlighting portfolio diversity (geographies, themes, and income levels).
Coordinate across internal teams and external partners to identify priority themes, speakers, and target audiences.
Facilitate knowledge exchange among key stakeholders, including government counterparts, implementing entities, delivery partners, civil society organizations, and academic institutions.
Systematically capture and synthesize lessons learned, good practices, and emerging insights from project implementation.
Contribute to strengthening the Pandemic Fund's visibility as a platform for global learning on pandemic PPR.
Selection Criteria
Master's degree in economics, finance, public health, global health, health policy, public affairs, or a related discipline, and a minimum of five (5) years of relevant professional experience with a focus on global health issues and especially topics related to pandemic prevention, preparedness and response.
Demonstrated experience in developing high-quality strategic and communications materials tailored to senior audiences.
Proven experience in organizing webinars, high-level dialogues, and stakeholder engagement initiatives related to pandemic PPR or global health, more broadly.
Excellent written and oral communication skills in English; additional languages are an asset.
Strong interpersonal and stakeholder engagement skills, with the ability to interact effectively with senior-level counterparts.
Demonstrated analytical and strategic thinking, with the ability to distill complex issues into actionable insights.
Strong coordination and organizational skills across multi-stakeholder environments.
High level of adaptability and responsiveness to evolving priorities and ad hoc requests.
