Program Analyst

The primary purpose of this position is: To serve as a program analyst, applying Air Force military rated aviator experience to analyze, develop, and evaluate issues, and develop recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations. Assignments involve problems and issues, which specifically require AF military rated aviator experience to successfully accomplish tasks.

DUTIES:

• Applying Air Force military rated aviator experience, analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program
• Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements
• Using AF military rated aviator experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques
• Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments

• This position is Emergency Essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level air operational plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, Mobility Air Forces (MAF) inter- and intra-theater air operational planning, flying training weapons systems, MAF operational command and control, foreign military sales, acquisition, special operations, rescue, or similar operations.
• Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
• Knowledge of the application of AF military rated aviator (e.g., pilot, navigator) expertise as it applies to assigned programs; and assigned weapons systems.
• Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
• Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
• Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
