ROLE OVERVIEW and PURPOSE

Under the direction of the Senior Operations Manager, with strategic oversight from the Director of Operations, the Site Manager leads the day-to-day operations of the Neighborhood Healthcare site and its programs. This role ensures high-performing, efficient systems are in place, staff are well trained and supported, and both revenue performance and cost stewardship are optimized. The Site Manager implements, monitors, and continuously improves site-level processes that advance quality of care, patient experience, and operational effectiveness while maintaining strong fiscal accountability.

RESPONSIBILITIES

Operational Leadership

  • Provide strategic and day-to-day operational leadership for one or more multidisciplinary healthcare sites, ensuring coordinated, efficient, and patient-centered operations across Primary Care, Pediatrics, Women’s Health, Behavioral Health, Dental, and other specialty services.
  • Translate organizational and operational goals into site-level execution plans, ensuring alignment with system priorities, regulatory requirements, and performance expectations.
  • Design, implement, and continuously refine operational workflows to optimize patient access, patient flow, staff utilization, and provider productivity.
  • Proactively identify operational risks, barriers, and inefficiencies; develop and implement corrective action plans to ensure consistent service delivery.
  • Monitor site productivity metrics and operational dashboards; recommend and lead initiatives to improve patient show rates, access to care, and overall throughput.

Quality, Patient Experience, and Performance Improvement

  • Lead site-level continuous quality improvement efforts by collecting, analyzing, and disseminating operational, quality, and patient experience data to relevant stakeholders.
  • Ensure consistent, high-quality patient experience across all service lines by addressing workflow gaps, staffing issues, and service integration challenges.
  • Promote a culture of accountability, service excellence, and continuous improvement among staff and leadership.
  • Participate in internal and external audits, accreditation activities, and compliance reviews; ensure timely completion and follow-through of corrective action plans.
  • Monitor redesign initiatives and operational changes to evaluate the effectiveness and sustainability of improvements.

Financial and Revenue Cycle Oversight

  • Oversee site and departmental budgets, monitoring expenses and resource utilization to ensure cost-effective operations while maintaining quality of care.
  • Review financial reports prepared by Finance; analyze trends, variances, and line-item discrepancies, and collaborate with leadership to implement corrective strategies.
  • Ensure accurate tracking, reconciliation, and timely submission of patient encounters to support efficient revenue cycle operations.
  • Monitor daily cash receipts and financial transactions; investigate and resolve discrepancies in accordance with organizational policies.
  • Support financial forecasting and operational planning by providing site-level insights and performance data.

Staff Leadership, Supervision, and Development

  • Provide direct leadership and oversight to site supervisors and support staff, ensuring appropriate staffing levels, role clarity, and accountability.
  • Lead recruitment, onboarding, training, performance management, and employee engagement efforts in collaboration with Human Resources.
  • Manages site‑level timekeeping for staff and clinicians, ensuring accurate entry, timely approvals, policy compliance, and coordination with Payroll and Human Resources as needed.
  • Conduct regular performance evaluations; provide coaching, counseling, and corrective action to support staff development and performance improvement.
  • Identify training and professional development needs; promote cross-training and skill development to support multidisciplinary operations.
  • Foster a positive, inclusive, and team-oriented work environment that supports staff retention, engagement, and high performance.

Communication, Collaboration, and Stakeholder Engagement

  • Maintain regular communication with the Senior Operations Manager regarding site performance, challenges, and improvement opportunities.
  • Collaborate closely with Clinical Team Leaders, Director of Nursing, providers, and specialty leadership to resolve operational issues impacting patient care and clinic efficiency.
  • Coordinate with specialty-specific coordinators to implement, integrate, and evaluate specialty services at the site level.
  • Plan, schedule, and facilitate monthly site operations meetings; develop agendas, document minutes, assign action items, and track follow-up to completion.
  • Ensure site supervisors conduct regular department meetings and maintain documentation of agendas, minutes, and attendance.

Policy Implementation, Compliance, and Organizational Alignment

  • Implement and enforce organizational policies, procedures, and standards, including those related to grants, funding sources, and regulatory requirements.
  • Ensure compliance with all safety, HIPAA, infection control, corporate integrity, and risk management requirements.
  • Promote awareness of organizational initiatives, policies, and strategic goals; ensure timely communication of changes affecting site operations.
  • Model and reinforce organizational values, ethical behavior, and compliance expectations across all site operations.

EDUCATION/EXPERIENCE

  • Bachelor’s degree in healthcare administration, business administration, public administration, or a related field preferred, or a minimum of four (4) years of progressively responsible experience in healthcare operations or site management; an equivalent combination of education and experience will be considered.
  • Minimum of three (3) years of supervisory or management experience required, preferably within a healthcare, ambulatory, or community health setting.
  • Demonstrated experience supporting or collaborating with clinical providers and multidisciplinary teams, including oversight of operational workflows, productivity, and performance expectations.
  • Experience managing or supporting operations across multiple service lines (e.g., primary care, behavioral health, dental, or specialty services) preferred.
  • Completion of internal leadership development programs (e.g., Project LEAP) preferred for internal candidates or willingness to complete leadership development programming as required.
  • Bilingual proficiency in English/Spanish or English/Arabic preferred, with the ability to communicate effectively with patients, staff, and community stakeholders.

ADDITIONAL QUALIFICATIONS (Knowledge, Skills and Abilities)

  • Excellent verbal and written communication skills, with the ability to clearly and professionally communicate with staff, providers, leadership, patients, and external stakeholders; demonstrated proficiency in business writing, documentation, and report preparation.
  • Strong ability to interpret, apply, and communicate instructions, policies, procedures, schedules, and operational guidance presented in written, verbal, diagrammatic, or workflow formats.
  • Working knowledge of healthcare reimbursement and payer environments, including Medi‑Cal, Medicaid, Medicare, and other payer sources, with the ability to collaborate effectively with billing, finance, and clinical teams.
  • Demonstrated ability to manage multiple priorities simultaneously in a fast paced healthcare environment, effectively balancing operational demands, deadlines, and competing initiatives.
  • Highly developed planning, organizational, and time management skills, with the ability to prioritize work, delegate appropriately, and drive tasks to timely completion.
  • Ability to work effectively both independently and as part of interdisciplinary and cross functional teams, fostering collaboration, accountability, and shared problem-solving.
  • Proven ability to handle highly confidential and sensitive information with discretion, professionalism, and strict adherence to ethical standards and privacy requirements.

Physical Requirements

  • Standing for sustained periods of time
  • Walking potentially for long distances or moving from one work site to another
  • Lifting, raising objects from a lower to a higher position or moving objects horizontally from position-to-position
  • Exerting up to 30 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects
  • Requires regular typing and use of computers to communicate effectively via email, electronic health record systems, and other written and digital communication platforms.
  • May be exposed to adverse environmental conditions found in a typical healthcare clinic setting

COMPLIANCE (Safety & HIPAA)

  • Follow all safety procedures as outlined in Neighborhood Healthcare’s Illness and Injury Prevention Plan (IIPP) and report any injuries and/or unsafe conditions immediately
  • Maintain current knowledge of policies and procedures as they relate to safe work practices
  • Use appropriate body mechanics to ensure an injury free environment
  • Be familiar with location of nearest fire extinguisher and emergency exits
  • Follow all infection control procedures including blood-borne pathogen protocols
  • Maintain privacy of all patient, employee and volunteer information and access such information only on a need-to-know basis for business purposes
  • Comply with all regulations regarding corporate integrity and security obligations
  • Report all behavior and/or activity that are unethical, fraudulent, or unlawful

Neighborhood Healthcare offers a generous benefit plan that includes: Partially company paid Medical, Dental, and Vision Plans. Pay range: $87,500.00 to $127,700.00 annually, depending on experience and additional qualifications.

Compensation Disclosure: The posted salary range reflects the designated pay grade for this position. While this range represents the broader classification of the role, actual compensation will be based on several factors, including but not limited to the candidate’s overall knowledge, skills, and experience, market data and industry benchmarks, internal equity within the organization, Budgetary considerations and organizational needs. As a result, placement within the range is not guaranteed, and the full pay grade range may not be utilized.
