Job description

Job Title

Duties This position, located in an ANG Wing Force Support Squadron, directs a small team consisting of 2-4 subordinate Full-time CSS personnel supporting Commander's Support Staff (CSS) and Orderly Room (CCQ) operations at the Group level. The incumbent oversees CSS/CCQ functions; ensures efficient daily administrative support and manages military program execution per the Personnel Services Delivery Guide (PSDG). Responsibilities include training and mentoring personnel to maintain mission readiness and compliance with Air Force policies.

Job Description

MAJOR DUTIES:

  • Coordinates Personnel Management Activities
  • Serves as a technical and subject matter expert on military personnel management policies, procedures, and regulations.
  • Provides guidance and training to lower graded HR Specialists on various personnel actions, including promotions, reassignments, evaluations, and awards, to ensure alignment with mission requirements and organizational goals.
  • Creates, reviews and develops performance standards, assists in setting expectations, and provides feedback on work quality, performance and progress for subordinate administrative personnel.
  • Prepares, awards, and disciplinary documentation for supervisory review and action as required.
  • Identifies developmental needs and coordinates training to improve staff proficiency.
  • Assists in managing leave schedules to maintain adequate staffing levels.
  • Identifies and refers complex military and civilian personnel issues to supervisor and works closely with Force Support Squadron, State Human Resources Office, and other supporting organizations, as needed, to find resolutions to issues.

Human Resources and Administrative Support Functions

  • Coordinates human resources and administrative support for military personnel within the unit.
  • Serves as primary contact for unit level military personnel matters, assisting supervisors and commanders with policies and programs.
  • Collects, analyzes, and compiles personnel data for reports and briefings.
  • Collaborates with Force Support Squadron and other agencies to resolve personnel issues and implement policy changes.
  • Maintains accuracy and integrity of personnel electronic records and data systems.
  • Supports workflow and task assignments among personnel specialists to ensure timely completion of work.
  • Ensures quality control of personnel documentation and supports personnel accountability programs, including Air Force Personnel Accountability and Assessment System (AFPAAS).

Specialized Functional Areas and Program Management

  • Serves as lead for two or more specialized functional areas supporting unit operations, ensuring compliance with Air Force policies.
  • Key areas include: Administration: Oversees preparation and publication of personnel documents and orders using automated systems. Provides training and guidance on Defense Travel System (DTS) administration, including profile management, report generation, and finance process support. Supports official mail operations and government purchase card activities of the assigned organization.
  • Personnel: Administers and manages personnel records, evaluations, awards, promotions, leave programs, and official correspondence. Provides expert advice on military personnel programs, including policy interpretation and procedural guidance. Provides customer assistance, analyzes personnel data trends, and prepares reports to support leadership decision-making.
  • Unit Deployment Management: Oversees unit deployment readiness by maintaining deployment documentation, coordinating with Installation Deployment Officer (IDO), and monitoring unit status through Logistics and Personnel Management Software and systems. Ensures timely preparation and processing of deployment and redeployment actions and documentation to support unit member deployment and redeployment.
  • Training: Plans and coordinates unit training program activity. Advises and communicates with unit commanders, Base Education and Training Management office, and unit training managers on training options, scheduling, and compliance with standards to ensure training requirements are met to maintain combat readiness.
  • Program and Special Duties Management: Administers, oversees, or assists with special programs including Government Purchase Card, Defense Travel System, Unit Drug Demand Reduction, Security, and Unit Recognition programs for regulatory compliance and to provide advisory support as needed.

Requirements

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a trial period. Participation in direct deposit is mandatory. Must be able to obtain and maintain the appropriate security clearance. Must be able to obtain the required certifications, as applicable. List of any Certificates (FM, Contracting). Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Dual-status positions require military membership and adherence to professional development requirements, including training and certifications, to ensure readiness and compliance with National Guard standards. Upon accepting this position, the employee may be required to serve up to a two-year probationary period.

Qualifications

MILITARY GRADES : E-1 through E-6 BASIC QUALIFICATIONS: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following seven basic qualification competency factors are applicable to the GS-0201 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. GENERAL EXPERIENCE : Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE : Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Requires a thorough knowledge of military and civilian human resources management principles, policies, procedures, and regulatory guidance as applicable to Air National Guard operations. Applies technical knowledge to independently perform personnel actions including promotions, assignments, evaluations, and awards. Knowledge extends to program areas such as the Defense Travel System (DTS), deployment readiness, training, and personnel data systems. The position requires a thorough knowledge of military and civilian human resources management principles, policies, procedures, and regulatory guidance as applicable to Air National Guard operations. The incumbent applies technical knowledge to independently perform personnel actions and provide guidance to lower-graded HR specialists. This position does not meet Level 1-7: Work does not involve mastery of a professional field or wide-ranging program oversight, nor does it require applying new developments or formulating significant program changes as expected at the GS-11 level. Education Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
