Principal Operations Analyst

Under general supervision, functions as a technical expert or team leader in the design and conduct of a broad range of studies to improve operations, and performs related duties as required.
Essential Duties
- Meets with managers, senior department leadership, and stakeholders to identify operational challenges, provide recommendations and implement data-driven solutions
- Leads and conducts complex operational, business process, and data analysis reviews to improve efficiency, effective service delivery, and cost savings
- Develops new and evaluate existing systems and workflows for a growing City department; develops process maps, models, and analytical frameworks to assess and improve existing operations or in conjunction with new departmental work
- Designs and implements internal and external data collection methods, including surveys, reporting tools, and automated systems to support analysis and decision-making
- Develops, maintains, and manages databases, dashboards, and reporting tools to track performance, trends, and outcomes across programs, operations, and City sustainability and environmental priorities
- Constructs and applies advanced analytical and statistical models to evaluate data and support strategic recommendations
- Designs clear, accessible data visualizations and dashboards to communicate insights to leadership and support decision-making
- In coordination with managers, establishes key performance indicators (KPIs), benchmarks, and performance measurement systems to monitor program effectiveness
- Develops work plans, project timelines, and data strategies to guide analysis and implementation efforts
- Coordinates and collaborates with cross-functional teams, including other City departments such as the Department of Technology and Innovation and external stakeholders, to access data systems and implement solutions
- Provides actionable, data-driven recommendations to improve environmental processes, programs, and service delivery
- Develops and presents reports, manuals, and recommendations outlining findings and proposed operational improvements
- Leads or supports implementation of new processes, procedures, and systems, including automation of manual workflows
- Monitors implemented changes, evaluates effectiveness, and recommends adjustments to ensure continuous improvement
- Facilitates training and supports adoption of new tools, processes, and reporting systems across department teams and members of the public if a system is public facing

Qualifications
Graduation from an accredited college or university with a Bachelor's degree plus three (3) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting OR
Graduation from an accredited college or university with a Master's degree plus two (2) years of work experience in operations analysis, project management, strategic planning, program auditing or business management consulting
