1099 Independent Contractor: This is an independent contractor (1099) engagement, not W-2 employment. Consultants execute a PSCG Master Independent Consultant Agreement for pre-qualification on the bench. Consultants set their own hours within defined deadlines for deliverables, maintain their own equipment, and are free to work for other clients. No PSCG benefits apply; consultants manage their own taxes, insurance, and retirement.

Pinnacle Solutions & Consulting Group, LLC (PSCG) maintains senior emergency management planners to support senior planning capacity. Bench consultants engage under executed Master Independent Consultant Agreements with PSCG and work on specific task orders for defined deliverables and a period of performance.
THE ENGAGEMENT
PSCG is seeking Senior Emergency Management Planners supporting MSA task orders in federal disaster response and recovery. This is an independent contractor engagement structured around specific task orders and deliverables, suitable for experienced planners who want project-based engagement flexibility while maintaining other clients.
TYPICAL SCOPE OF WORK
- Develop complex planning products across multiple Emergency Support Functions.
- Support senior-level planning at JFOs, RFOs, and state emergency operations centers when deployed.
- Produce Incident Action Plans, Concept of Operations, and multi-ESF coordination products.
- Advise PSCG and prime contractor teams on disaster response doctrine and planning methodology.
- Engage on specific, defined deliverables under Task Orders issued under the Master ICA.
REQUIRED QUALIFICATIONS
- Bachelor's degree; Master's degree preferred.
- Minimum eight (8) years of emergency management planning experience.
- Multi-ESF planning experience on federally declared disasters.
- ICS 100, 200, 300, 400; IS-700; IS-800 complete.
- Active clients or project portfolio demonstrating genuine independent contractor status.
- Current U.S. passport and ability to deploy if task order requires.
- U.S. Citizenship.
PREFERRED QUALIFICATIONS
- Active Public Trust or Secret clearance.
- Certified Emergency Manager (CEM).
- Prior JFO or RFO planning section experience.
- FEMA Advanced Professional Series.
ENGAGEMENT TERMS
- Engagement under executed PSCG Master Independent Consultant Agreement.
- No minimum engagement commitment; task orders are issued as task order work requires specific expertise.
- Consultant maintains own tools, sets own hours within deliverable deadlines, and is free to engage other clients.
- Travel expenses paid based on GSA Schedules.
