Job description
Position Summary

The Talent Management Specialist owns the end to end talent acquisition and internal talent flow for Texas Tech Credit Union, with accountability for hiring outcomes across both enterprise operations and the high velocity mortgage business. This role serves as a strategic and executional partner to hiring managers, balancing speed, market competitiveness, and sound HR practices. The Talent Management Specialist leads recruiting strategy, requisition lifecycle management, and talent system optimization while ensuring compliance, consistency, and a strong candidate experience. This role operates in a fast paced, changing environment and requires agility, strong judgment, and a solutions oriented mindset.

Duties & Responsibilities
  • Own full cycle recruiting for all assigned roles, from requisition approval through offer acceptance.
  • Serve as the primary recruiting partner to hiring managers, providing guidance on role scope, hiring strategy, market conditions, and timelines.
  • Lead intake discussions and adapt recruiting strategies based on business needs, including differences between enterprise and administrative roles and high volume, competitive mortgage roles.
  • Manage and optimize the requisition approval process to ensure clarity, efficiency, and speed while maintaining appropriate controls.
  • Build and maintain proactive candidate pipelines for recurring, high velocity, and hard to fill roles, particularly within mortgage operations.
Manage sourcing strategies, job postings, and external recruiter and headhunter relationships.
  • Screen and interview candidates; provide timely, practical hiring recommendations grounded in qualifications, experience, and organizational fit.
  • Partner with the Senior Director of Human Resources on offer strategy and compensation alignment within established compensation philosophy and frameworks.
  • Drive hiring momentum and remove unnecessary friction from the recruiting process while maintaining core HR and compliance principles.
  • Coordinate and manage internal job transfers, promotions, and role changes in partnership with HR leadership.
  • Own recruiting system optimization, including application workflows, candidate tracking, requisition setup, and user experience improvements in Paycom.
  • Document recruiting and talent processes, workflows, and standards within internal knowledge frameworks to promote consistency and scalability.
  • Monitor recruiting metrics, pipeline health, and cycle times; identify opportunities to improve speed, quality, and manager experience.
  • Partner with HR Operations and the HR Coordinator to ensure accurate data, clean handoffs to onboarding, and system integrity.
  • Manage and coordinate the intern program, including recruiting, coordination, and experience design.
  • Maintain confidentiality, professionalism, and sound judgment in all aspects of talent management.
Skills & Qualifications
  • Bachelor's degree or equivalent experience required.
  • 1 to 2 years of experience in full cycle recruiting or talent acquisition.
  • Strong ability to operate in fast paced, changing environments with competing priorities.
  • Comfort working with both planned, predictable hiring and high velocity, competitive recruiting demands.
  • Strong partnership skills with the ability to influence without becoming a bottleneck.
  • Understanding basic compensation fundamentals and hiring market dynamics.
  • Experience optimizing recruiting systems, workflows, or applicant tracking processes.
  • Excellent communication, organization, and decision making skills.
  • Ability to balance business urgency with consistent, compliant HR practices.
  • Proactive, self directed, and comfortable working independently while collaborating closely with the HR team.
