Job Summary Southwind Construction, a subsidiary of Quivera Enterprises, LLC, is seeking a
Project Manager (PM) to lead the full lifecycle of design-build and construction projects from proposal through close-out.
The Project Manager serves as the primary liaison between construction teams, designers, subcontractors, owners, and stakeholders-ensuring effective communication, decision-making, and problem resolution.
This role is responsible for planning, scheduling, estimating, budgeting, contract administration, quality management, safety oversight, and team leadership, ensuring projects are delivered safely, on time, within budget, and in full compliance with contractual and regulatory requirements.
Key ResponsibilitiesEstimating, Bids & Proposals - Review RFP/IFB documents and coordinate subcontractor/supplier pricing
- Solicit and evaluate designer and consultant proposals
- Distribute bid documents via Procore and plan rooms
- Attend pre-bid and site visits
- Develop scopes, cost breakdowns, and bid schedules
- Prepare RFIs and coordinate responses
- Develop cost estimates using SAGE/Timberline
- Lead proposal development (narratives, schedules, pricing)
- Coordinate peer reviews and lead bid-day activities
- Oversee submission and negotiations
Planning & Scheduling - Lead project planning, budgeting, and resource allocation
- Select project team members and assign responsibilities
- Develop and maintain schedules using Oracle P6 or MS Project
- Coordinate schedules with the Superintendent, QCM, and stakeholders
- Submit cost/resource-loaded schedules for approval
- Maintain project controls (logs, tracking systems, reporting)
Project Accounting & Cost Control - Manage budgets and track financial performance
- Develop control budgets and identify key vendors
- Negotiate contracts, subcontracts, and purchase orders
- Process and estimate change orders
- Review pay applications and invoices
- Analyze job cost reports and adjust forecasts
- Approve labor timesheets and review field reporting
Contract Administration - Ensure accuracy and completeness of contract documents
- Verify bonds, insurance, and builder's risk coverage
- Maintain compliance throughout the project lifecycle
Design Management (Design-Build) - Select and manage design partners
- Oversee design schedules and deliverables
- Conduct design coordination meetings
- Evaluate constructability and value engineering opportunities
- Identify and mitigate design risks
Permitting & Compliance - Ensure timely submittals, shop drawings, and approvals
- Secure permits and Certificates of Occupancy
- Verify subcontractor compliance with permitting requirements
- Support Accident Prevention Plans, QC Plans, and Testing Plans
Quality Control & Safety - Support QCM in defining quality standards
- Ensure adherence to quality and safety requirements
- Support compliance with EM385-1-1 and OSHA standards
Construction Management - Oversee construction execution from start to finish
- Conduct site visits and support field teams
- Manage change orders and scope clarifications
- Lead project meetings with stakeholders
- Identify risks and implement solutions proactively
Documentation & Reporting - Maintain project files and documentation
- Provide weekly status updates and reporting
- Track cost summaries and revisions
Close-Out - Manage substantial completion processes
- Oversee submission of close-out documentation (DD1354, O&M manuals, warranties)
- Ensure completion of as-builts and record drawings
Meetings & Communication - Lead kickoff meetings and planning sessions
- Conduct daily, weekly, and monthly project meetings
- Prepare agendas, sign-in sheets, and meeting minutes
Corporate Responsibilities - Participate in internal meetings and collaboration efforts
- Maintain certifications and continuing education
- Promote company culture and performance excellence
Marketing & Client Relations - Maintain strong client and stakeholder relationships
- Support business development efforts
- Contribute to positive government performance evaluations
Required Qualifications - Proficiency with:
- Procore
- USACE RMS
- SAGE/Timberline
- Oracle P6
- Microsoft Office Suite (Excel, Word, Outlook)
- Adobe Acrobat
- MS Teams / WebEx
- Strong leadership, communication, and organizational skills
- Ability to interpret plans, specifications, and contract documents
- Strong problem-solving and decision-making capabilities
- Ability to manage multiple priorities and meet deadlines
- Ability to work in both office and field environments
- U.S. Citizenship Required
- Must have the ability to obtain and maintain the required Government security clearance
- Subject to background check and drug screening
Preferred Qualifications - Associate degree in Construction Engineering, Building Science, or related field OR
- Vocational training with 2+ years of PM experience OR
- 6+ years of construction project management experience
- Experience with federal construction projects
- Experience with design-build delivery methods
Education Requirements - Degree or equivalent experience as outlined above
Certifications - PMP Certification required within 18 months of hire
- Ability to maintain required safety and quality certifications
Physical Demands - Office / Technical - Prolonged sitting, typing, and computer use
- Occasional standing, walking, bending, and reaching
- Ability to lift up to 15 pounds (occasionally more)
- Visual acuity and communication ability required
- Occasional travel and extended hours
Physical Demands - Construction / Field - Work in outdoor and active construction environments
- Frequent walking, climbing, and work on uneven terrain
- Use of ladders, scaffolding, and PPE required
- Ability to lift up to 50 pounds
- Ability to communicate in high-noise environments
