This position is located in the Northeast Wisconsin Ambulatory Clinics (NEWAC) at the Milo C. Huempfner Outpatient Clinic (MCH OPC), in Green Bay Wisconsin, a complex ambulatory outpatient clinic affiliated with the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin, a VHA complexity level 1a facility. The employee serves as a program analyst of the MCH OPC, performing analytical and evaluative work of programmatic aspects of organizational operations and management. Assignments involve data gathering, analysis, and interpretation.

DUTIES:

  • Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of program operations.
  • Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting the results.
  • Independently conducts special clinical and other studies to include clinic workload efficiencies and accomplishes projects to determine NEWAC needs.
  • Performs program support work, such as program or office planning, evaluation of administrative programs or issues, correspondence control, liaison, special projects, or board or committee related work.
  • Provides assistance with budget administration and financial management support for the MCH OPC, including Appleton and Cleveland CBOCs and other associated clinics activated.
  • Responsible for maintaining accurate records, reconciling all assigned control points, setting up controls to monitor each control point, assuring invoices are accurate for payment, and processing and tracking purchase documents.
  • Make purchases or submit payments for services rendered by utilizing credit cards for fund control points.
  • Assist with the development of the monitors, selecting patient charts for review, notifying medical staff of the reviews to be done, compiling the data, assessing the data, drawing conclusions, determining actions, writing final reports and minutes, assembling the necessary provider specific data and preparing for the Joint Commission (JC) reviews.
  • Utilizes principals of CQI in the Quality Management program and VATAMMCS (Vision, Analysis, Team, Aim, Measure, Change, Sustain/Spread) to promote effective communication and problem solving as a means of improving processes with[in] NEWAC.
  • Serve as a backup as the Contracting Officer Technical Representative (COR) for scarce medical specialty and administrative contracts for the MCH OPC.
  • Alternate approving official and complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Javits Wagner O' Day Act, and mandatory sources.
  • Incumbent will represent the division in Equipment (capital) acquisition working with subject matter experts in developing business case analyses.
  • Writes new procedures as needed, to meet the needs of the NEWAC.
  • Refers to VA policies, procedures, laws and regulations to determine eligibility for services at the NEWAC.
  • Provides guidance to NEWAC clerical staff, as needed.
  • Incumbent will utilize statistical programs to monitor operational efficiencies.
Work Schedule: Monday-Friday | 8:00am to 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-9 LEVEL GRADE REQUIREMENTS

SPECIALIZED EXPERIENCE: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-7) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience includes, but is not limited to: knowledge of VA and the individual Division Mission, goals, organizational structure, programs, informational system and regulations as they apply to the VA health care system; adapting to and incorporating concepts and changes in management policies and procedures into the administration of NEWAC; responsible for gathering data and statistics for studies, reports, and surveys; knowledge of all Northeast Wisconsin Ambulatory Clinics (NEWAC) and services to assist both patients and health care professionals to access and navigate the integrated health care delivery system at this large, complex ambulatory center; effectively and skillfully perform medical administrative duties and to orient and instruct professional staff in administrative clinical functions; technical skill in the use of personal computers, including the use of word processing, spreadsheet, graphic reports and data base software in order to develop and maintain data bases and tracking mechanisms.

EDUCATION: Must have successfully completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. (TRANSCRIPTS REQUIRED)
