Job description

Training Manager, Nuclear Operations

Los Angeles, CA

About the Company

General Matter is enriching uranium in America. Our mission is to restore our country's ability to make nuclear fuel. Our fuel will help power AI, manufacturing, and other critical industries. It will power our next generation of reactors. Ultimately, it will power our national ambitions. We were incubated by Founders Fund, like Anduril and Palantir before us, and we are backed by top tier investors. Our lean, world-class team of engineers and operators is applying a first-principles approach to solving the problem of nuclear fuel production. We are a mission-driven company with a culture of urgency, accountability and transparency.

About This Role

As the Training Manager, you will be responsible for establishing programs and procedures and providing direct leadership of required training programs in support of licensed activities associated with uranium enrichment facility operations. These training programs include operations, maintenance, engineering and other regulatory required training programs. You will collaborate with stakeholders from across the business and from potential external training providers to design, develop, implement, and evaluate the effectiveness of these training programs. Training program development and implementation methods will be designed to ensure safe operation and protection of workers, the public, and the environment, in accordance with the requirements of the Department of Energy (DOE), Nuclear Regulatory Commission (NRC), Occupational Safety and Health Administration (OSHA) requirements, and other appropriate regulatory bodies.

Responsibilities

  • Develop, define, and establish policies, programs, and procedures and provide oversight for technical training topics which include, but are not limited to, enrichment facility operations, maintenance and design control, hands-on radiological material handling and processing; nuclear safety, safeguards, and security; occupational health and safety; emergency preparedness; and other related technical, engineering, and regulatory support areas.
  • Plan and oversee training material development, approval, delivery (in-person and virtual), and revisions to ensure training is based on current, approved procedures, practices, and processes.
  • Hire and manage a team of trainers who will train staff and new hires. Initial facility start-up may require a combination of in-house and contract resources to meet the volume of trainees and timing of training delivery needs.
  • Consult with and advise operations, maintenance, engineering, safety/regulatory, and security personnel on the technical training impacts of new or proposed changes to processes, procedures, and facility designs/modifications.
  • Interact with regulatory authorities in meetings (in-person and virtual) as needed to support DOE, NRC, OSHA, EPA, and other regulatory inspections of nuclear operations and technical training programs.
  • Oversee implementation of training schedules, coordination of enrollment, and development of reports to monitor the status of personnel training.
  • Maintain training records in accordance with established site requirements to ensure quality assurance program compliance.
  • Assess organizational training needs through surveys, interviews, and performance evaluations.
  • Evaluate training effectiveness through performance metrics, audits, and assessments.
  • Collaborate with department leaders and subject matter experts to identify knowledge and skill gaps.
  • Maintain training materials, manuals, and learning management systems.
  • Promote a strong nuclear safety culture and human performance improvement practices.
  • Manage training budgets and resources.

Required Qualifications

  • Bachelor's degree in any field.
  • Minimum ten years of work experience in operations training or technical training field with emphasis on nuclear or other highly regulated (i.e., chemical, pharmaceutical, etc.) industrial operations.
  • Expert knowledge, understanding and demonstrated effective application of Systematic Approach to Training (SAT) methodologies.
  • Basic understanding of integrated operations and regulatory compliance associated with nuclear or other highly regulated facility, demonstrating the relationships of operating principles, standards and controls, regulations, and programmatic requirements
  • Familiarity with e-learning platforms and learning management system tools.
  • Strong leadership and team management skills.
  • Excellent communication and presentation abilities.
  • Ability to analyze data and measure training effectiveness.

Desired Qualifications

  • Leadership experience in nuclear plant or fuel cycle facility operations.
  • Experience in a fast-paced environment or a highly technical role requiring a resourceful approach to complete tasks within tight timeframes or budget constraints.
  • Demonstrated ability to develop and implement novel, efficient methods while meeting regulatory or other required compliance commitments.

Additional Requirements

  • Ability to work extended hours and weekends as necessary.

Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity.
