Motlow State is located in the beautiful rolling hills of middle Tennessee and has four campuses that serve students from eleven counties. General Function:

Provides leadership and oversight for the effective integration of instructional technologies that support teaching, learning, and student success across the institution. Collaborates with faculty, academic administrators, and technology staff to support the design and delivery of high-quality face-to-face, hybrid, and online instruction. Oversees the learning management system, instructional design support, synchronous learning technologies, and the college’s participation in TN eCampus. Leads faculty and development in instructional technology and accessibility, ensures the quality of online learning environments and assets, and serves as the institutional lead for campus wide digital and/or physical accessibility initiatives to promote inclusive and compliant instructional practices consistent with expectations of the Tennessee Board of Regents and state and/or federal laws and mandates.

Minimum Qualifications:

Master’s degree earned from a regionally accredited institution in Educational Technology, Instructional Design, Higher Education, Information Technology, or a related field and at least three years post-secondary teaching experience that includes experience in designing and delivering instructional material, knowledge of the use of emerging and mobile technologies, online/hybrid instructional environments, accessibility standards and practices and learning management systems.

Preferred Qualifications:

Doctorate degree earned from a regionally accredited institution in Educational Technology, Instructional Design, Higher Education, Information Technology, at least three years post-secondary teaching experience as listed in the MQ and at least three years of experience that includes supporting or managing online learning programs or distance education initiatives, digital accessibility, managing ADA compliance, section 508 guidelines, Universal Design for Learning (UDL), synchronous learning technologies, and interactive video systems.

Major Duties and Responsibilities:

  • Provide strategic leadership and oversight for academic technology initiatives that support teaching and learning across all campuses.
  • Collaborate with faculty and subject matter experts to design, develop, and improve online and hybrid courses and programs using effective instructional design models and technologies.
  • Chairs the Motlow State Accessibility Committee and serves as the institutional lead and liaison to TBR for digital accessibility, overseeing the development, implementation, and ongoing management of the Motlow College Accessibility Plan.
  • Leads and coordinates college wide digital accessibility efforts to ensure online courses, instructional materials, campus technologies and physical resources support inclusive learning environments and comply with ADA, Section 508, WCAG 2.1 AA, and emerging DOJ and TBR requirements.
  • Provides training, consultation, and documentation support to faculty and staff; reviews accessibility documentation for technology and software acquisitions (including VPATs, remediation and conformance forms and other required documentation); and maintains current knowledge of accessibility regulations, emerging educational technologies, and related TBR initiatives through continuous professional engagement.
  • Develop and deliver professional development programs for faculty and staff in instructional technology, online pedagogy, learning management systems, mobile technologies, and emerging digital tools.
  • Oversee the implementation, operation, and continuous improvement of the college’s learning management system and related instructional technologies.
  • Develop and implement quality standards for online and hybrid courses, evaluate course design and delivery, and support continuous improvement strategies that enhance student engagement and retention.
  • Coordinate the college’s participation in TN eCampus, including scheduling courses, managing faculty assignments in coordination with the appropriate department deans, and collaborating with statewide partners.
  • Provide leadership for instructional technology services including classroom media technologies, synchronous learning systems, video-conferencing platforms, and interactive video technology.
  • Monitor student evaluation data for online instruction, assess the effectiveness of academic technology initiatives, and collaborate with academic leadership to improve teaching and learning outcomes.
  • Develop and manage the academic technology budget, recommend software and equipment upgrades, collaborate with academic and IT leadership, and represent the college in state, regional, and national technology initiatives, including committees associated with the Tennessee Board of Regents.

Knowledge, Skills and Abilities:

  • Comprehensive knowledge of instructional design, online learning pedagogy, Universal Design for Learning (UDL), and digital accessibility standards (ADA, Section 508, WCAG 2.1 AA, VPAT) to support inclusive and effective teaching and learning.
  • Knowledge of Americans with Disabilities Act (ADA), Section 508 of the Rehabilitation Act, Web Content Accessibility Guidelines (WCAG) 2.1 AA, and DOJ enforcement trends and updates.
  • Expertise in learning management systems, academic technologies, and emerging digital tools, with the ability to evaluate, implement, and support technology solutions that enhance instruction across modalities.
  • Skill in instructional design, faculty development, and course development, including designing and delivering professional learning that supports online, hybrid, and synchronous instruction.
  • Strong leadership and project management skills, including the ability to coordinate cross-campus initiatives, manage budgets and resources, and align academic technology strategies with institutional goals.
  • Ability to establish and maintain effective positive working relationships with students, faculty, staff, community partners and other stakeholders
  • Collaborate and communicate effectively, both in writing and verbally, with college officials, fellow employees, and other stakeholder’s on matters pertinent to the college
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies
