Emergency Management Coordinator

This position plays a vital role in strengthening the County's emergency preparedness, response, and recovery capabilities through the coordination and support of comprehensive emergency management programs and initiatives. Responsibilities include leading and supporting emergency planning efforts, coordinating training programs and disaster exercises, assisting with grant development and administration, conducting program analysis and research, and fostering strong partnerships through community outreach and public education initiatives.

The position also serves in a critical response capacity during emergency and disaster incidents, including natural disasters, hazardous materials events, technological emergencies, and search and rescue operations. This role offers the opportunity to make a direct and meaningful impact on public safety, community resilience, and the protection of lives and property throughout Cumberland County.

Examples of Duties

• Develop, maintain, and assist in the implementation of the County Emergency Operations Plan (EOP) for response to natural, technological, and man-made disasters and emergencies.
• Coordinate and support Emergency Operations Center (EOC) activities during activations, including serving as back-up EOC management staff and maintaining operational readiness levels.
• Assist in the development, revision, and implementation of emergency response plans, standard operating guidelines, evacuation procedures, and continuity planning documents, including Business Continuity Plans (BCP), Continuity of Operations Plans (COOP), Mutual Aid Agreements, and Memorandums of Understanding/Agreement (MOU/MOAs).
• Coordinate and support Hazard Incident Management Team activities and collaborate with local, state, federal, military, volunteer, and private sector partners to enhance emergency preparedness and response capabilities.
• Maintain and update emergency management resources, contracts, inventories, maps, and databases, including disaster response equipment, hazardous materials resources, debris management contracts, and mass communication systems.
• Monitor compliance with the National Incident Management System (NIMS) and assist with Threat and Hazard Identification and Risk Assessment (THIRA) activities, emergency planning initiatives, and future emergency management needs assessments.
• Respond to emergency and disaster incidents as assigned to assist with interagency coordination, damage assessment activities, expenditure tracking, situation reporting, and submission of required documentation to state and federal emergency management agencies.
• Coordinate with the National Weather Service (NWS), utility providers, schools, businesses, community organizations, and governmental agencies to support preparedness initiatives, emergency communications, and severe weather monitoring activities.
• Assist in the planning, coordination, facilitation, and documentation of emergency preparedness training programs, exercises, and drills in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) standards.
• Promote public awareness and community preparedness by providing education, outreach, and training related to disaster preparedness, hazardous materials safety, emergency notification systems, and emergency response procedures.

Minimum Qualifications

Graduation from an accredited four-year college or university with a degree in Planning, Business or Public Administration, Disaster and Emergency Management, or an Emergency Services-related field, and two (2) years of experience planning and implementing emergency services response plans and activities; or an equivalent combination of education, training and experience.

Necessary additional requirements: Incident Command System courses 100, 200, 700, and 800 at time of hire

Management Preferences: Certification as an instructor in Fire, Law Enforcement or Emergency Medical subjects, North Carolina Emergency Management Coordinator and/or trained as HAZMAT first responder operations level I or above.

Knowledge, Skills and Abilities

• Knowledge of the methods, procedures, policies, and operational practices of Cumberland County as they relate to emergency management and disaster response operations
• Knowledge of applicable federal, state, and local laws, ordinances, standards, regulations, and compliance requirements governing emergency management and public safety operations
• Knowledge of the principles, practices, and procedures used in coordinating emergency service response programs, disaster preparedness initiatives, and emergency response planning activities
• Knowledge of departmental operations, organizational structure, and the functions and responsibilities of related agencies, departments, and emergency response partners
• Knowledge of occupational hazards, safety standards, and appropriate safety precautions associated with emergency management and disaster response activities
• Skill in coordinating personnel, resources, equipment, and multi-agency response efforts during natural, technological, and man-made emergency or disaster situations
• Skill in developing, facilitating, evaluating, and documenting emergency preparedness training programs, exercises, drills, and related administrative activities
• Ability to establish, maintain, and foster effective working relationships with county personnel, governmental agencies, emergency response organizations, community groups, and external stakeholders
• Ability to communicate effectively both orally and in writing, including the preparation of reports, operational documentation, emergency plans, and presentations to diverse audiences
• Ability to operate a motor vehicle and travel as required in support of emergency management operations, training activities, and disaster response efforts

Conditions of Employment

Possession of North Carolina Hazardous Material Responder Level I or must obtain within six months of employment

Incident Command System courses 300 and 400 within one year of employment

Obtain FAA Remote Pilot License & FEMA Independent Study courses 120, 230, 235, 240, 241, 242, 244 within two years of employment

Associate Emergency Manager (AEM) Certificate within three years of employment

This position will be required to work rotating on-call hours 5:00 p.m.-8:00 a.m. Monday Thursday and 5:00 p.m. Friday 8:00 a.m. Monday as scheduled to respond to emergencies.

Due to situations where employees may be recalled to duty for emergencies, applicant must agree to maintain residence within a 30-mile radius of the Emergency Services Center 500 Executive Place Fayetteville NC, 28305. Residence must be established within 90 days of date of hire. Employee must be able to respond to specified emergencies or incidents on a 24-hour basis.

In accordance with Session Law 2025-16, candidates selected for positions involving work with children in any capacity will be required to undergo a fingerprint-based criminal history check conducted by the North Carolina State Bureau of Investigation (SBI).

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
