Arcadis is seeking a Construction Manager to join our Water Business Line - Construction Management team based out of San Diego or Riverside, California. This is an exciting opportunity for a self-motivated individual to join our team locally with support from one of the best-qualified municipal consulting firms in the country.

The Construction Manager, with the support of a strong nationally recognized technical staff, will utilize their expertise and technical knowledge of construction inspection, construction field management, QA/QC and report documentation, on various construction and/or reconstruction projects for municipal water and wastewater treatment, power generation, manufacturing facilities or other heavy construction projects. The Construction Manager will report to the Senior Construction Manager and/or Project Manager and provide regular updates on daily construction activities for their area of oversight.

The Construction Manager is responsible for overseeing and inspecting contractor work to ensure projects are delivered in accordance with design, quality, and safety standards. This role plays a key part in monitoring daily field activities, coordinating with project stakeholders, and ensuring compliance with contract documents and project requirements. The position requires strong attention to detail, technical knowledge, and consistent field presence to support successful project execution.

  • Construction Oversight & Inspections: Observe and inspect contractor work, perform punch list inspections, verify equipment and material installations, and identify deviations from contract documents while clearly communicating required corrections.
  • Documentation & Reporting: Prepare daily activity and progress reports, maintain payment quantity documentation, perform necessary calculations, and support contractor invoice and project schedule reviews.
  • Quality Assurance & Compliance: Maintain quality assurance standards, monitor code compliance, and ensure all work aligns with drawings, specifications, and technical requirements.
  • Technical Review & Coordination: Review submittals and construction documents, recommend technical solutions, attend and actively participate in construction, safety, and coordination meetings.
  • Resource Monitoring & Safety: Track contractor resource utilization (labor, materials, equipment) for field changes and time-and-material work, assist with negotiating field changes, and ensure adherence to Arcadis safety guidelines while coordinating specialized testing inspections.

Minimum of 7 years of civil/utility field construction experience.

  • Bachelor's degree in Civil Engineering preferred; CCM (Certified Construction Manager) certification a plus, along with OSHA 10 and Confined Space Entry training.
  • Experience in general contracting and supporting civil construction inspection on small to large heavy civil projects, including municipal and building facility work.
  • Working knowledge of P6 scheduling and ability to review construction documents, track progress, and support project controls.
  • Demonstrated ability to analyze complex information, perform mathematical calculations, and develop practical, innovative solutions to project challenges.
  • Strong written and verbal communication skills with the ability to organize large volumes of information, manage multiple priorities, and collaborate effectively with teams.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) and ability to work year-round in varying weather conditions, adapt to flexible shifts, navigate active construction sites, and lift up to 40 pounds.

We can only achieve our goals when everyone is empowered to be their best. We believe everyone's contribution matters. It's why we are pioneering a skills-based approach, where you can harness your unique experience and expertise to carve your career path and maximize the impact we can make together.

You'll do meaningful work, and no matter what role, you'll be helping to deliver sustainable solutions for a more prosperous planet. Make your mark, on your career, your colleagues, your clients, your life and the world around you.
