Chief Medical Officer

The Chief Medical Officer (CMO) serves as the senior physician executive responsible for providing strategic medical leadership and oversight of primary care services at CommuniCare+OLE, a Federally Qualified Health Center (FQHC). The CMO ensures the delivery of high-quality, patient-centered, integrated care across all health center sites while advancing the goals of improving population health outcomes, reducing health disparities, and advancing health equity for the most vulnerable in our communities.

In close partnership with the Chief Strategy and Operations Officer and other clinical executive leaders, the CMO helps refine and implement a clinically integrated model of care that strengthens collaboration across primary care, behavioral health, dental, perinatal, and other services. The CMO plays a key role in shaping strategic initiatives, establishing clinical standards and policies, and promoting innovative approaches to care delivery that improve health outcomes and access to services.

The CMO fosters a culture of collaboration, accountability, and continuous improvement among providers and interdisciplinary care teams. The position is responsible for ensuring the quality, safety, and effectiveness of medical services and advancing quality improvement and evidence-based clinical practices across the organization. The CMO directly supervises two Associate Chief Medical Directors and may oversee additional clinical leaders as needed. In addition to executive leadership responsibilities, the CMO will maintain an active clinical practice, dedicating approximately 20% of their time to providing primary care services and rotating clinical sessions across multiple health center sites to remain closely connected to patient care and care teams.

MINIMUM POSITION REQUIREMENTS: EDUCATION, EXPERIENCE, SKILLS/TRAINING

Education: Graduation from an approved Medical School. Completion of a recognized Residency Program in an area of Primary Medical care. Current and valid California Physicians license with record in good standing. Board Certified in Primary Care.

Experience/Lived Experience: Five years of physician leadership experience (Medical Director, Associate CMO, etc.). Ten years of clinical practice experience, including primary care. FQHC experience strongly preferred, specifically FQHCs with integrated care models that include behavioral health, dental, and perinatal teams. Bilingual in Spanish preferred.

Special Skills/Training: Experience with population health management, value-based care models, and care coordination strategies. Strong skills in strategic planning, visioning, and the ability to translate large goals into actionable objectives. Strong leadership skills and high emotional intelligence with the ability to conceive, plan and lead the execution of projects and programs. Strong collaborative skills, influential leadership style and ability to effectively engage community and organizational leaders. Excellent organization and time management skills; responsive and good at follow-through. Knowledge/proficiency of Microsoft Office Suite software and basic understanding of information technology. Strong communication skills both oral and written; good public speaking skills. Analytical and benchmarking skills; ability to balance and monitor clinical, financial and operational metrics to ensure quality, efficiency and financial viability of clinical practice. Demonstrated ability to be a creative and effective leader/manager/supervisor and create strong and cohesive teams among the clinical staff members. Drivers License Required.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

1. Assist in the development of organizational strategy related to the provision of health care services and the development of the team-based model of care that is patient-centered.

2. Develop, maintain, and continually assess a clinical leadership structure and meeting structure that will: effectively support the implementation of CommuniCare+OLE's priority strategic initiatives, ensure the long-term sustainability of changes to the health care delivery model, increase the integration and standardization of all systems, and support the continued growth of the organization.

3. Ensure compliance with HRSA Health Center Program requirements and support accurate reporting of clinical quality metrics including Uniform Data System (UDS) measures. Develop and maintain all clinical policies, protocols and standard procedures in accordance with current guidelines.

4. Promote a culture of collaboration, accountability, and continuous learning among physicians, advanced practice providers, and interdisciplinary care teams. Partner with other executives and senior leaders in the standardization of operations across all health center locations.

5. Communicate strategic priorities and progress towards goals to the Board and other stakeholders and ensure that clinical initiatives are tied to the organization's mission, vision and strategic priorities.

6. Oversee development and implementation of all new programs related to clinical care and ensure that programs and services are creative, proactive, focused on continuous improvement, and incorporate new technologies for the most efficient possible use of organizational resources.

7. Oversee Quality Improvement program to include review of data/statistical information to regularly evaluate clinical programs for efficacy, efficiency, safety, quality, patient satisfaction, and financial viability.

8. Ensure compliance with all regulations and adherence to all policies and procedures related to clinical practice and quality management, such as methods of data collection, clinical protocols, outcome performance measures, chart/peer review procedures and case analysis methods.

9. Personnel Management: Develop staffing plans, interview, hire, and supervise the orientation and training of clinical leadership positions; plan, assign, and direct duties and work schedules of staff; review and approve timesheets, time off requests and continuing education; examine work of staff and ensure conformance with policies and procedures; conduct staff meetings and document notes; provide ongoing communication and documentation to employees regarding performance and development and conduct annual performance evaluations; conduct disciplinary actions and terminations, and resolve staff conflicts in a timely and professional manner.

10. Partner with executive leadership to develop and manage clinical department budgets and ensure responsible stewardship of organizational resources.

11. Foster and develop external relationships for the advancement of CommuniCare+OLE strategic initiatives.

12. Partner with Human Resources to ensure continued recruitment of clinical providers. Foster provider engagement, professional development, and retention through mentorship, leadership development, and initiatives that support provider well-being and sustainable clinical practice.

13. Take a lead role in recruiting and hiring physicians as well as nurse practitioners and physician assistants. Provide a mentorship role for all clinical staff and oversight of all volunteer, resident, contract and specialty services.

14. Maintain and develop community partnerships that enhance quality and quantity of care offered to our clients.

15. Maintain medical policies, protocols and standards for the clinic facilities, assuring the quality of medical services provided by physicians, nurse practitioners, and physician assistants.

16. Maintain a system of peer review, including written policies and procedures, provider evaluations, and chart documentation. Responsible for assessment of appropriateness of services and utilization.

17. Oversee medical staff credentialing and privileging processes in collaboration with HR and clinical leadership, ensuring providers meet regulatory and organizational standards.

17. Partner with clinical informatics and IT teams to optimize electronic health record (EHR) systems, data reporting, and clinical decision support tools to improve quality and efficiency.

18. Monitor primary care provider productivity and access to care. Develop strategies to meet budgeted productivity targets and access to care standards.

19. Perform other duties as assigned.
