DCAMM’S Mission

The Division of Capital Asset Management and Maintenance (DCAMM) oversees over $2 billion in capital programs and projects, and is responsible for capital planning, project delivery, property acquisitions, dispositions, management, and real estate services for the Commonwealth. DCAMM is the steward of all the Commonwealth’s assets, which include 5.5 million square feet of state buildings. As an agency, we care for the people of our state and the future of our planet. We are responsible for all real estate activities, including acquisitions dispositions and leasing, managing over 100 transactions each year.

Position Summary:

The DCAMM Security Operations Coordinator/Program Coordinator III provides for the safety and security of employees and visitors at DCAMM managed facilities. This position provides leadership, direction, and control of the activities of DCAMM Security and Emergency Preparedness’s contracted security providers.

The Security Operations Coordinator/Program Coordinator III is required to work closely with peers within the DCAMM Security & Emergency Preparedness Unit, Security & Emergency Preparedness Management, and Facilities Management. Additionally, this position will work closely with local, state, and federal law enforcement, first responders, and other relevant local, state, and federal emergency management, and security related partners that provide for public safety in the regions where DCAMM managed facilities are located.

The Security Operations Coordinator/Program Coordinator III will assist Security & Emergency Preparedness Management with evaluating if a contracted security provider has met the key performance indicators, reviewing and approving assigned invoices, and reviewing and approving logs, operations reports, and incident reports. Additionally, this position provides on-site follow up and supervises the implementation and execution of security services, initiatives, trainings and projects as assigned.

This position will report to the DCAMM Deputy Chief of Security and Emergency Preparedness.

Detailed Statement of Duties and Responsibilities

Facility & Site Responsibilities

1. Serves as the primary point of contact for the Security & Emergency Preparedness Unit at DCAMM Managed Properties

2. Collaborate with facility managers to ensure security contractors are meeting the needs of the building or site’s operation

a. Makes necessary changes or recommendations to correct any issues or deficiencies

b. Communicates material changes to the Deputy Chief of Security and Emergency Preparedness

3. Inspect DCAMM managed properties with the intent to reasonably identify security issues and safety hazards that jeopardize the building/site’s employees or guests.

a. Collaborate with DCAMM Facilities, Engineering, and project managers, as necessary, to correct identified issues & hazards

b. Complete reports and ensures Security & Emergency Preparedness Unit leadership is aware of the issue or hazard

4. Inspect DCAMM managed properties to ensure the appropriate levels of security are being provided and ensure DCAMM policies, and applicable federal, state, and local laws are enforced

5. Ensure security contractor has necessary equipment, such as radios; flashlights; first aid kits, AEDs, etc., to complete assigned job functions

a. Complete reports and ensure Security & Emergency Preparedness Unit leadership is aware of the gaps in necessary emergency equipment

b. Recommend and/or procure necessary security and emergency preparedness equipment

6. Collaborate with building/site’s facility manager to coordinate access needs and security coverage for projects.

7. Process CORI acknowledgment forms for contractors and subcontractors hired on to projects

a. CORI acknowledgement forms and results will be provided to the department Administrative Program Coordinator III for tracking and reporting and Security & Emergency Preparedness Unit leadership

Security Contract Responsibilities

1. Work with the third-party security contractor to ensure contracted security hours are met

a. Notify Security & Emergency Preparedness Unit leadership of known, predetermined, and approved variances from contracted hours

2. Work with the third-party security contractor to ensure billing is timely and accurate

a. Provide first level approval for facility/site security invoices

3. Ensure all contracted security personnel have a detailed understanding of the facility to which they are assigned, Security Standard Operating Procedures, and Post Orders

4. Process CORI Acknowledgement forms for security contractor hires and security personnel assigned to the building/site.

a. Provide CORI Acknowledgement form and CORI results to the Security & Emergency Preparedness Unit Administrative Program Coordinator III and Security & Emergency Preparedness Unit leadership

5. Maintain a high-level of knowledge of the security contract for the region/facility/site and ensure the third-party security contractor is meeting the contract requirements

a. Notify Security & Emergency Preparedness Unit leadership of contract violations

b. Take appropriate action, within scope of training and position, to correct contract violations

6. Ensure third-party contracted security personnel are notified of relevant operational memos, emails, changes, and requests

7. Coordinate enhanced security staffing and project security staffing needs with the third-party security contractor

8, Ensure third-party security contractor is adhering to the facility/site post orders.

9. Work with the third-party security contractor to ensure security officers receive the contractually required trainings at the time of assignment to the site

10. Ensure all contracted security personnel have a detailed understanding of Standard and Emergency Operating Procedures.

11. Work with the third-party security contractor to train new and existing third-party security contractor personnel in DCAMM policies, procedures, post orders, and technology

12. Ensure third-party security contractor is adhering to contractual training requirements to include rates of completion and frequency.

13. Develop and maintain a consistent training program for contracted security personnel at all DCAMM managed sites.

14. Assist with the development of security contracts by making recommendations to Security & Emergency Preparedness Unit leadership for adjustments in hours, staffing, training, equipment, and uniforms

Emergency Duties & Responsibilities

1. In the absence of the DCAMM Chief of Security & Emergency Management, Deputy Chief of Security and Emergency Preparedness, may serve as the DCAMM Security Officer in Charge (OIC) during an emergency or crisis

2. Act as a liaison between first responders and DCAMM leadership. Provides relevant updates regarding emergency response to Security & Emergency Preparedness Unit leadership

3. Coordinate third-party security personnel response to the emergency

4. Ensure Security & Emergency Preparedness Unit emergency standard operating procedures are followed

5. Participate in emergency debriefings and provide feedback and recommendations for improvements

6. Ensure a complete and accurate incident report is completed

7. Assist with emergency trainings, exercises, and planning as requested

8. Attend meetings and represent DCAMM and the Security & Emergency Preparedness Unit with occupant agencies and contracted partners

9. Attend meetings and represent DCAMM and the Security & Emergency Preparedness Unit with local, state, and federal first responders

Administrative Responsibilities

1. Daily: ensure shift activity logs, site operations reports, and billing sheets are submitted from each site for the previous operational period. Ensure logs and reports are accurate and share them with the building/site’s facility manager

a. Issues identified within logs and reports should be extracted from the report, highlighted, and shared with the relevant operational unit for action to correct the issue

2. Review and provide first level approval for incident reports

3. Assist in writing, developing, and revising facility/site specific post orders

4. Assist in writing, developing, and revising facility/site specific standard operating procedures

5. Attend and participate in meetings with Security & Emergency Preparedness Unit personnel, DCAMM personnel, and contracted personnel

6. Represent DCAMM and the Security & Emergency Preparedness Unit in meetings with occupant agencies, local, state, and federal officials

7. Review and provide first stage approval for invoices for services regarding security at DCAMM managed properties

a. Forward approved invoices to department leadership and direct the vendor to provide invoices to the OFA Payment Unit

8, Assist in project management as directed by the Deputy Chief of Security and Emergency Preparedness

Qualifications Required at Hire

  • Knowledge of the principles and practices of security management including planning, communication, organizational development, etc.

  • Knowledge of work simplification methods.

  • Knowledge of the methods used in the preparation and maintenance of databases.

  • Knowledge of the methods used in preparing charts, graphs, tables, and reports.

  • Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures governing assigned unit activities.

  • Ability to analyze and determine the applicability of data, to draw conclusions and to make appropriate recommendations.

  • Ability to gather information by examining records and documents and by questioning individuals.

  • Ability to assemble items of information in accordance with established procedures.

  • Ability to determine proper form and procedure for assembling items of information.

  • Ability to maintain accurate records.

  • Ability to prepare and use charts, graphs, and tables.

  • Ability to review and interpret financial documents to include invoices, contracts, and reports.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
