The Arizona Department of Revenue is in the process of converting its legacy Oracle based Tax Accounting System (TAS) to a new platform. The new application, STARS, is being developed to meet the changing needs of the department and taxpayers. The Department is seeking additional resources to assist existing staff with the different work streams involved in the conversion of this application. The approach by the vendor and Department will focus on one tax type at a time.
Provide overall project management leadership for the STARS system modernization and data migration project.
Develop and maintain the integrated project schedule including milestone planning, deliverable timelines, and resource coordination.
Manage risks, assumptions, issues, and dependencies (RAID log) to ensure proactive identification and mitigation of potential project challenges.
Coordinate design sessions, technical workshops, and stakeholder meetings with Arizona Department of Revenue (ADOR) representatives and project team members.
Monitor project progress and ensure completion of deliverables related to data cleansing, data extraction, interface development, and system updates (decommissioning).
Manage milestone submission and acceptance processes to ensure deliverables meet contractual and technical acceptance criteria.
Coordinate cross-functional project activities including development, data migration, testing, and release management.
Provide regular project status reporting including schedule updates, progress tracking, risk reporting, and milestone completion status.
Facilitate communication between technical teams, business stakeholders, and program leadership to ensure alignment of project objectives and deliverables.
Manage change control processes and ensure proper documentation and approval of scope changes, change orders, and technical modifications.
Support implementation planning, release communication activities, and coordination of production readiness efforts.
Ensure project documentation, reporting artifacts, and deliverable tracking are maintained in project management tools such as Azure DevOps (ADO) or equivalent systems.
Ensure compliance with project governance, contractual obligations, and milestone-based delivery requirements.
8+ years IT Project Management Experience
Experience Managing System Modernization or Data Migration Projects
