Job description

Safe House Program Manager

The Safe House Program Manager is responsible for the day-to-day oversight and operations of SAVE's safe house and ensuring the implementation of program services. The manager provides supervision of the safe house staff (including recruiting, hiring, and training), ensures compliance with contract requirements, and is responsible for maintaining a safe and trauma informed environment for the residents and staff.

Essential Duties and Responsibilities:

Team Management and Development:

  • Provide regular, weekly supervision to safe house staff and develop individual performance objectives and conduct twice annual evaluations.
  • Supervise program staff in client interactions and program service delivery including crisis situations.
  • Recruit, hire, orient and train safe house staff.
  • Work with safe house staff and with the Director of Programs to identify staff training/development needs.
  • Facilitate weekly safe house team meetings.
  • Coordinate safe house staff scheduling to ensure appropriate and necessary site coverage.
  • Coordinate with HR to ensure staff compliance with agency policies, accurate time recording, benefits usage, etc.

Program Management and Development:

  • Works closely with Director of Programs and all safe house staff to ensure continued development and implementation of client-centered programs and practices at the shelter, ensuring that staff comply with identified best practices and agency philosophy.
  • Serve as a point of contact with partner agency service providers to enhance safe house services and programs. Work with Director of Programs to develop and maintain these relationships.
  • Develop, monitor, and revise (as necessary) program guidelines and procedures. Ensure that information about the safe house is disseminated to other SAVE programs.
  • Ensure appropriate management of crisis situations.
  • Ensure delivery of safe house services as required according to SAVE's contracts.
  • Oversee service documentation, and data collection and assist with the completion of funder reports.
  • Work closely with other managers as a member of the Leadership Team to develop and maintain a seamless continuity of services and practices across the agency.
  • Participate in off-site meetings as requested or required by the Director of Programs.
  • Work with Director of Programs and the Finance Director to develop and manage the shelter program budget, including preparing and delivering presentations and reports, assembling data and participating in special events or projects.
  • Meet with the Director of Programs for supervision regularly and as needed.

Operations:

  • Maintain the good repair of the safe house facility and premises, identifying facility needs and coordinating repairs and purchases.
  • Provide after hours and weekend support for emergencies that may arise within the safe house or other direct service programs, responding on site as necessary. This duty is performed on a rotating basis (shared with other managers and staff), one week every 4-6 weeks and up to 12 weeks per year. (Subject to change due to staffing and Agency needs).
  • Manage periodic larger repair or construction projects.
  • Has oversight of safety and security including alarm systems, food safety, and general hazard mitigation.
  • Ensures the smooth operation of safe house systems such as the timely ordering and adequate supplies of food and other necessary supplies.

General Duties: (shared by all direct service staff)

  • Respond to crisis calls and walk-in clients in a caring, informative, and non-judgmental fashion.
  • Maintain up-to-date files and records of all services provided.
  • Provide client transportation.
  • Attend all required meetings, including staff meetings, trainings, consultations, and retreats.
  • Assist with training new staff members and volunteers.
  • Assume responsibility for site security and safety as needed.
  • Provide input into program planning and development.
  • Assist with maintaining program operations and office functions as needed.

Qualifications

Required:

  • Bachelor's degree or equivalent experience in human services, social work, counseling, psychology, criminal justice, or related field
  • At least 3 years' experience in program management in a social service setting
  • At least two years' experience working with domestic violence survivors
  • Experience supervising multiple staff
  • Bilingual skills and/or bicultural experience preferred.
  • Employment is contingent upon passing a background investigation.
  • Thorough understanding and demonstrated record of commitment and sensitivity to intimate partner violence, including comprehensive knowledge of the signs, cycles, nuances, types, and risk factors for abuse, victim resources, related policy developments, and domestic violence current news and events.
  • Ability to work effectively, cooperatively, and respectfully with staff, volunteers, clients, and community members regardless of race, ethnicity, national origin, partner status, faith, age, socio-economic status, gender identification, and physical or mental ability.
  • Strict adherence to organization's confidentiality and privacy policies, and the ability to recognize sensitive issues and act accordingly.
  • Demonstrated understanding of the challenges faced by domestic violence survivors experiencing homelessness and an understanding of a client-centered, trauma informed approach to working with them.
  • Demonstrated understanding of the housing programs and resources available to survivors.
  • Demonstrated understanding of the challenges faced by marginalized, unserved/underserved communities.

Preferred:

  • Work in the domestic violence field in a direct services capacity
  • Bilingual in a language commonly spoken in our client population.
  • Prior experience delivering HUD-funded housing services.

While performing the duties of this job, the employee is exposed to the weather conditions prevalent at the time. The noise level in the work environment is usually moderate.
