Human Resources Manager

Depending on the applicant's qualifications, the position will be filled at the appropriate salary range: Human Resources Manager $110,886 - $138,481 Annually $59.23 - $73.97 Hourly

Under administrative direction from the City Manager, administers the City of Norco's personnel management system, including the areas of labor negotiations, employee labor relations, recruitment and selection, compensation and classification, benefits, training, performance evaluation, disciplinary investigations, budget, risk management and related duties as necessary.

Supervision Exercised: As assigned

Contacts and Relationship: This position has the majority of their interaction with the City Manager, City Department Heads, Third Party Administrators, Attorneys, and employees.

Examples of Duties

Typical duties and responsibilities:

  1. Plans, coordinates, administers, and supervises programs and services for the city's human resources services, and activities including recruitment and selection, benefits administration, classification and compensation plan administration, worker's compensation, employer-employee relations, labor negotiations, training, safety, and related functions.
  2. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  3. Negotiates labor agreements with bargaining units and resolves sensitive and controversial issues while managing the responsibility for all human resources services and activities; nurtures a continuous positive working relationship with employee representation units.
  4. Administers Memorandums of Understanding (MOU's) and interacts with employee representatives and staff to interpret and explain provisions of the MOU terms within the context of applicable labor law.
  5. Research procedures, methods and legislation relative to public employer-employee relations and negotiations.
  6. Develops policies, procedures and recommendations as appropriate to implement best practices in human resources management.
  7. Counsels and advises managers and supervisors on issues governed by the collective bargaining agreements.
  8. Coordinates and conducts the recruitment and selection process; screens applicants and lists job candidate qualifications; recommends eligible candidates for examination or interview; coordinates the oral board and participates in the interview process.
  9. Coordinates pre-employment processes for prospective new-hires; conducts employee orientation; reviews city policies, procedures, and employee benefits; conducts exit interviews.
  10. Reviews and evaluates the procedures and methods used in Human Resources for compliance with state and federal regulations.
  11. Develops, updates and administers personnel rules, regulations and relevant administrative policies for City-wide use.
  12. Researches and resolves grievances and suggest appropriate disciplinary actions.
  13. Assists departments in personnel administration through interpretation, explanation and consultation regarding provisions of laws, rules, policies and procedures.
  14. Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to personnel administration programs, policies and procedures as appropriate.
  15. Performs critical personnel analysis and recommends solutions to complex issues and problems.
  16. Coordinates City-wide training programs and related projects with outside vendors and consultants.
  17. Provides training to City staff on human resources related topics.
  18. Coordinates Risk Management for the City, reviews, evaluates, and processes claims filed against the City working closely with claims administrators and City departments.
  19. Works closely with the third-party administrator to process claims and administers the workers' compensation program, employment practices liability program, and the general liability program.
  20. Performs other related duties as assigned.

Typical Qualifications

The knowledge and abilities which are required to perform the duties and responsibilities of this class are as follows:

Desirable qualifications:

Experience: Seven years of human resources with some risk management experience that includes three (3) years of management and/or supervision. Education: Bachelor's Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Organizational Psychology or equivalent field. Knowledge: Knowledge of applicable city, county, state and Federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives. Knowledge of management and/or supervision. Knowledge of personnel, employee relations, workers' compensation and benefit practices and principles. Ability: Skill in assessing and prioritizing multiple tasks, projects and/or demands. Skill in assessing, analyzing, identifying and implementing solutions to complex problems. Skill in responding and handling confidential issues and information. Skill in utilizing computer hardware, software and peripherals; researching. Skill in oral and written communications and in establishing and maintaining effective working relationships. License Required: Valid California Drivers' License.

A typical way to obtain the knowledge and abilities is as follows: Education: Obtain a Bachelor's Degree from an accredited college or university in Human Resource Management, Business Administration or equivalent. AND Experience: Seven years' experience as a human resources generalist preferably in the Public Sector. Any combination of experience and education that would provide the required knowledge and skills would be qualifying.

Physical requirements: Work is performed in an office environment. Work requires occasional standing, walking, bending and lifting up to 10 pounds.

Supplemental Information

All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster. Employee must complete required FEMA courses within six months of employment.

Final appointments may be subject to a selection interview with the Department Director or designee and the remaining conditional steps in the hiring process. This position requires a conditional employment offer based on the successful completion of a drug and alcohol screening.
