Project Manager

Texas GovLink, Inc. is an Austin-based firm which has been a leading provider of technical and business professionals to clients in Texas. We are currently seeking an experienced Project Manager to be a key resource on a technical services team.

Responsibilities

Project Leadership: Lead complex enterprise technology projects from initiation through completion, including Microsoft 365 and Google Workspace implementation, cloud modernization efforts, enterprise platform migrations, application rationalization, and the deployment of additional organizational tools. Develop and manage project strategies, schedules, milestones, and performance metrics that support organizational transformation goals. Oversee project scope, quality, cost, and resource allocation to ensure alignment with enterprise priorities and governance frameworks. Direct cross-functional teams, assign responsibilities, and ensure accountability for deliverables across both technical and business stakeholders. Anticipate and resolve project challenges such as scope changes, vendor coordination issues, resource constraints, and operational impacts. Prepare executive-level documentation, dashboards, and briefings for senior leadership while driving the prioritization and sequencing of work across multiple concurrent modernization initiatives, coordinating dependencies across the broader technology portfolio.

Program & Stakeholder Leadership: Serve as a primary liaison to internal teams, external partners, and technology vendors supporting enterprise modernization efforts. Coordinate interdepartmental commitments, governance activities, and cross-organizational collaboration. Advise leadership on project impacts, risks, resource needs, technology selection processes, and strategic opportunities related to technology strategy, application portfolio optimization, and organizational transformation. Evaluate vendor proposals, implementation plans, and integration requirements, providing clear recommendations to leadership. Facilitate governance forums, planning cycles, and decision-making meetings to ensure alignment and transparency, while ensuring that project and program activities adhere to enterprise architecture standards, governance models, and organizational policies.

Technology & Organizational Alignment: Maintain a strong understanding of enterprise IT concepts, cloud platforms, and governance frameworks to effectively manage technical workstreams without performing hands-on engineering tasks. Translate technical requirements, risks, and constraints into clear, actionable information for diverse audiences. Work closely with technical leads to validate assumptions, dependencies, and integration points across systems and teams. Support modernization efforts including cloud adoption, application rationalization, platform migrations, and the deployment of enterprise tools that enhance operational efficiency and organizational capability, ensuring alignment with enterprise architecture principles.

Risk, Compliance & Operational Readiness: Identify, track, and mitigate project risks related to technology implementation, vendor performance, and organizational change. Ensure that documentation, processes, and operational workflows are developed and transitioned effectively to support long-term operational success. Support readiness activities such as testing, transition planning, user adoption, training coordination, and post-implementation stabilization. Ensure that all project activities support compliance with organizational policies, governance standards, and organizational compliance expectations.

Communication & Executive Reporting: Develop and deliver clear, concise communication for technical teams, business stakeholders, and executive leadership. Produce project dashboards, status reports, risk summaries, and decision briefs tailored to leadership needs. Facilitate alignment across diverse stakeholder groups by ensuring consistent messaging, transparent progress reporting, and timely escalation of issues requiring leadership intervention.

Qualifications

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

  • 7 Years Required Experience managing complex IT projects
  • 5 Years Required Experience leading cross functional teams, coordinating with vendors, and managing multi stakeholder initiatives in public sector or regulated environments
  • 4 Years Required Experience managing complex enterprise technology projects, including cloud modernization, Microsoft 365 and Google Workspace implementation, platform migrations, and enterprise tool implementations
  • 4 Years Required Experience with enterprise IT concepts, cloud platforms, and technology governance models and enterprise decision-making processes
  • 4 Years Required Experience supporting modernization efforts such as application rationalization, cloud adoption, and enterprise architecture alignment
  • 2 Years Required Experience in organizational change management, governance development, and enterprise strategy alignment
  • 2 Years Required Experience developing project plans, schedules, performance metrics, and executive-level reporting
  • 5 Years Preferred Experience working within municipal, state, or public-sector organizations
  • 4 Years Preferred Familiarity with Microsoft 365 services, Google Workspace environments, Azure cloud environments, and enterprise collaboration platforms
  • 2 Years Preferred Experience evaluating vendor proposals, managing consulting engagements, and overseeing large-scale technology transformation programs
  • 2 Years Preferred Knowledge of enterprise governance models, technology selection processes, and portfolio management practices
  • 2 Years Preferred Experience facilitating executive workshops, governance forums, or strategic planning sessions
