Job description

Manager of Field Operations

Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job in which that employee has been hired or later promoted to, each employee may be expected to perform other jobs from time to time.

Summary:

The Manager of Field Operations supervises and directs the work of the Assistant Manager of Field Operations, Code Compliance Supervisors, and staff; manages the workflow and schedule of departmental activities; coordinates all joint field-enforcement efforts with contractual security staff; and designs and schedules training for all field personnel. The Manager of Operations works under the direction of the Deputy Director of Transit Security & Passenger Safety and coordinates and collaborates with various internal and external stakeholders on matters affecting security, code compliance, and transit security & passenger safety.

Example of Duties:

  • Supervises and directs the work of the Assistant Manager of Field Operations, Code Compliance Supervisors, and staff; conducts detailed performance evaluations; and provides high-level assistance for any escalated issues.
  • Assesses the performance of Code Compliance supervisors and staff, identifies training needs, and recommends training and disciplinary actions as necessary.
  • Manages the workflow and preparation of department activities, including special operations and/or details.
  • Coordinates all joint field-enforcement efforts with contractual security staff to ensure appropriate security for MTS operations.
  • Manages all MTS Transit Security and Passenger Safety field operations.
  • Effectively communicates security expectations and operational requirements to both Transit System Security Department employees and contract security personnel.
  • Briefs the Director and Deputy Director of Transit Security & Passenger Safety on daily activities, personnel matters and any ongoing or outstanding issues.
  • Maintains and updates the Code Compliance Standard Operating Procedure Manual and ensures understanding and compliance with department policies and procedures.
  • Designs and schedules training for all field personnel and oversees joint field-training exercises on an as-needed basis.
  • Coordinates with outside agencies regarding the locations, scheduling, documenting and tracking of necessary field training for both MTS employees and contractors.
  • Supervises administrative tasks associated with the department and reviews all reports, arrests and data entry with respect to field work, written warnings, daily logs, parking citations, impounds, court, etc.
  • Conducts personnel investigations.
  • Ensures proper delivery of declarations, subpoenas and citation correction notices.
  • Reviews SANDAG pass counts, monthly activity reports and statistics.
  • Holds regular meetings with supervisory staff and attends internal and external meetings as required.
  • Coordinates and collaborates with various internal and external stakeholders, including local law enforcement agencies, on matters affecting code compliance and transit enforcement.
  • Represents MTS at community outreach events in a positive and professional manner.

Qualifications:

Knowledge, Skills, and Abilities:

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; skill in effectively supervising subordinates in order to achieve company goals; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire; ability to utilize graphics programs to develop and create forms, manuals, graphs, etc. for the purpose of presenting, tracking and preparing reports; ability to use 2-way and police radios to communicate; knowledge of or ability to learn eForce, the in-house database program.

Physical Requirements:

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching for overhead files and occasional lifting (must be able to lift up to 15 pounds). Must be able to operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work will at times require more than 8 hours per day or an irregular work week to perform the essential duties of the position. Duties will be performed in both office and field environments and may require travel to external locations and agencies.

Experience/Education/Certificates/Licenses:

Possess a bachelor's degree or an advanced degree in criminal justice or related field is desired. Requisite knowledge, skills and abilities may be substituted for the degree requirement. A minimum of five years of experience in a supervisor role is required, as is one year of full-time experience as a trainer/training officer with a law enforcement agency, security agency or transportation-related agency. Must possess and maintain a valid California Driver License or be able to utilize alternative transportation when needed to perform job-related essential functions.

General:

Must satisfactorily pass all applicable post-offer examinations, including but not limited to a pre-employment physical conducted by an independent medical provider, a comprehensive criminal background check, and, when applicable, a pre-employment drug test as required by MTS Board Policy 35.

Salary Grade:

Salary offers are based on factors such as the knowledge, skills, abilities, and relevant experience of the successful candidate, while taking into account internal equity, budget constraints, and other market factors. This position is in salary grade #11, which has a minimum of $90,979 and a maximum of $129,190. Salary grades are typically adjusted annually to ensure they remain market competitive
