Administrative Director of Pulmonary Services

The Administrative Director of Pulmonary Services leads, directs, plans, develops, and implements strategies to improve and ensure operational effectiveness and efficiency, while supporting clinical excellence for Elliot Pulmonary Services. The Administrative Director reports directly to the Chief Medical Officer, and indirectly to the Vice President of Clinical Operations for HME oversight. Partners directly and collaborates with Director of Ambulatory Specialty Nursing and pertinent Medical Director(s) to effectively lead and direct operations within assigned practices to ensure delivery of patient safety, clinical quality, and operational effectiveness in a dyad and triad model. The Administrative Director provides direct administrative oversight of Elliot Professional Services Physician Practice(s) and Elliot Hospital Outpatient Departments within the Pulmonary Service Line. These include Elliot Pulmonary Specialists, The Elliot Sleep Center, Elliot Pulmonary Rehabilitation, Elliot Pulmonary Testing and Home Medical Equipment (HME) and other practices or services as assigned. Provides administrative leadership in the HME, and Home Infusion Therapy (HIT) Program through the management of personnel and client patient care in the home community. Oversees development, collaboration, and operations, evaluates program quality with providers, and ensures services address community and health system needs. Responsible for overall financial and operational performance of the service(s) line. Responsible for directing, developing and operating Home Medical Equipment.

Strategic & Business Planning

  • Participate in system-wide strategic development and deployment of long-term and annual goals.
  • Leads strategic planning efforts to ensure sustainability and service line growth. This includes identification of key initiatives, definition of program goals with alignment with EHS strategic plan, financial forecasting, and resource allocation for assigned areas within service line.
  • Identify market trends, growth opportunities, and emerging technologies to guide service line evolution and differentiation.
  • Ensures services are clinically and financially sound and responsive to the changing health care environment locally, regionally, and nationally.
  • Develops and implements vision, as well as business plan for service lines, partners with Medical Directors, providers and nurse leaders across the service line to implement organizational strategies and initiatives.
  • Ensure Elliot's mission and vision to be your first choice to give and receive care and all areas of the 5Cs (i.e., Comprehensive, Confident, Coordinated, Convenient, and Cost-Conscious) are deployed throughout the Center and adjacent service lines.

Direct Operational Leadership

  • Provides administrative leadership for the Pulmonary Services lines, including oversight for the operational management of practices and departments within the service line across the continuum of care delivery.
  • Responsible for participation and representation within assigned Operating Board structure with direct responsibility for management of key performance indicators, strategic initiatives, emerging priorities and integration of Elliot Management System within assigned specialty areas.
  • Lead daily operations ensuring patient access, clinical workflow, provider productivity, and efficient use of resources.
  • Ensure programs are designed and managed to reflect the full continuum of care and support optimal outcomes at every stage.
  • Demonstrate constancy of purpose in embedding and sustaining the Elliot Management System.
  • Promote a culture of continuous improvement and operational transparency through visible leadership and ongoing use of Lean management tools.
  • Responsible for selecting and maintaining qualified personnel, identifying needs, recommending employee actions, and communicating the progress of plans.
  • Develops succession planning and leadership development strategies for key clinical and operational roles to ensure long-term strength and resilience of the service line.
  • Supervises practice manager(s), supervisors and assigned staff throughout the Pulmonary Service Line.

Financial Responsibility and Resource Planning

  • Develop and manage operational budgets services ensuring fiscal discipline and value-based decision making.
  • Work with Revenue Cycle leadership to optimize billing and ensure all elements of front-end revenue cycle operations are managed and supported collaboratively, working in partnership with Director of Practice Operations and Optimization.
  • Leverage clinical decision support and analytic tools to help clinical and operational leaders understand cost of care, contribution margins, and performance.
  • Collaborate with finance and analytics teams to ensure clinical decisions are informed by data.

Clinical and Quality Oversight

  • Ensures the consistent delivery of high-quality services and programs that are responsive to the needs of patients, community, and providers and meet all regulatory requirements.
  • Partner with clinical leaders to ensure delivery of high-quality, evidence-based, patient- and family-centered care.
  • Advance continuous improvement, quality and safety initiatives, and consistency in clinical standards across the continuum.
  • Ensure that the programs and services are fully integrated into the Elliot Quality Management System, with alignment to the principles of Just Culture and Whole System Quality.
  • Drive initiatives to improve patient and family experiences.
  • Monitors patient/client satisfaction and quality management activities for all departments/services.
  • Demonstrates a commitment to the highest customer service by responding quickly to complaints and inquiries and providing constructive feedback.
  • Works closely with staff and providers within including regular communication and collaboration with physicians to ensure provider satisfaction and support.

Governance and Collaboration

  • Focused responsibility for accreditation and compliance with Home Medical Equipment operations.
  • Foster a culture of collaboration, accountability, and respect for people within multidisciplinary teams.
  • Partner with senior leaders, physician leadership, nursing leadership, clinical integrated service leaders, and governance bodies to advance shared priorities.
  • Collaborates with medical staff and administration regarding service expansion, new medical interventions.
  • Keeps current with legislative, regulatory, accreditation, licensure and clinical issues impacting services. Provides consultation to Medical Directors and leadership on all aspects of the service line.
  • Accepts and executes special projects as assigned by the VP EMG Ambulatory Services or Ambulatory Chief Medical Officer
  • Develops, implements, and evaluates policies and procedures.
  • Ensures compliance with EHS and EPN/S policies, procedures, protocols, standards of care and standards of practice to meet regulatory requirements, including system policies, infection control standards, OSHA, DNV and state of New Hampshire licensure standards as applicable. Establishes and implements policies when appropriate.
  • Monitors and develops processes to ensure conformance to regulatory organizations, including, but not limited, to FDA, DOT, federal and state standards and regulations.
  • Keeps current with reimbursement, accreditation and licensure issues affecting HME and infusion therapy.
  • Supports physicians, the community, clients, payers and hospital staff regarding HME and infusion therapy services.
  • Investigates and responds to customer complaints promptly. Demonstrates commitment to the principles of outstanding customer service. Investigates rationale for variances in performance, patient care delivery, or service and conveys information to appropriate personnel.
  • Serves as a resource regarding HME and infusion therapy services to HME staff and others.

People Development

  • Responsible for the direct oversight, mentorship and development of managers and leaders within assigned areas and for collaborative management of administrative and clinical managers within pulmonary service line and programs, and physician recruitment. Engage providers in program design, and continuous improvement.
  • Collaborates with Human Resources and other partners to develop workforce strategies, including pipeline development, recruitment, retention, and well-being initiatives tailored to Emergency services.
  • Serve as a key liaison to external partners and vendors.
  • Maintain excellent communication with all partners.
  • Interviews and selects candidates for employment within area of responsibility. Develops a comprehensive orientation plan for new employees. Initiates and/or makes recommendations for personnel actions. Prepares and conducts formal/informal performance evaluations, or performance improvement plans. Facilitates compliance and personnel record requirements.
  • Ensures staff members are clinically competent upon hire and on an on-going basis. Monitors client/patient acuity and complexity as it relates to staff skill and knowledge. Plans and implements staff education, development, policies and procedures and provide guidance when necessary. Ensures competency of IV staff providing care to VNA patients.

  • Leads the Pulmonary Service Line as a representative of EHS's core mission, vision and values.
