Job description

PM - Major Construction

Location: East Hartford, CT

Salary: $116,640 - $145,800

Schedule: On Site - Office

The Project Manager Major Construction is a key leader within Connecticut Natural Gas's capital delivery organization, responsible for managing and executing large-scale, multi-million-dollar construction projects that modernize and replace critical components of the gas distribution system. This role oversees complex capital gas replacement programs, including main replacement, system upgrades, and infrastructure hardening initiatives that directly enhance safety, reliability, and regulatory compliance across CNG's service territory.

You will lead projects from planning through construction and closeout, coordinating engineering, operations, contractors, municipalities, and regulatory stakeholders. The work involves heavy civil and underground utility construction, requiring strong field presence, technical judgment, and the ability to navigate congested corridors, aging infrastructure, and dynamic field conditions.

As a Major Construction PM, you will be accountable for project scope, budget, schedule, contractor performance, risk mitigation, and adherence to all safety and compliance requirements. You will also provide transparent reporting to internal leadership and external regulatory bodies, ensuring capital investments are delivered efficiently and responsibly.

This is a high-impact, high-visibility role that offers the opportunity to shape the future of Connecticut's gas infrastructure while leading some of the most significant construction programs in the region.

Key Responsibilities

  • Lead major construction projects within CNG's Capital Gas Replacement Program, ensuring all work is delivered safely, on schedule, within scope, and on budget.
  • Oversee project planning and execution by approving project plans, managing construction strategies, authorizing expenditures, and ensuring adherence to project and quality management standards.
  • Coordinate with cross-functional stakeholders including Engineering, Gas Operations, contractors, municipalities, regulatory agencies, legal teams, and major customers; represent CNG in municipal meetings and regulatory forums as needed.
  • Develop and maintain detailed construction schedules and risk management plans for multi-million-dollar gas infrastructure projects.
  • Lead procurement and contract management efforts to secure design, construction, inspection, and specialty contractors for major construction activities.
  • Apply advanced project controls using critical path, earned value, and other schedule-cost management techniques to monitor progress and drive corrective actions.
  • Analyze cost and schedule variances and provide clear recommendations to senior leadership to maintain project performance.
  • Ensure construction safety and compliance by enforcing safety protocols, operational qualifications, and performance metrics across all field activities.
  • Promote innovation and efficiency by identifying opportunities for automation, improved workflows, and construction best practices.
  • Maintain regulatory accountability ensuring all major construction activities comply with applicable FERC, NERC, state, and local requirements.
  • Support risk identification and mitigation by partnering with senior leadership to evaluate project risks, cost impacts, and mitigation strategies.
  • Report to executive leadership by preparing and presenting project status, cost-schedule-risk updates, and performance metrics in executive-level meetings.

Required Qualifications

  • Required Education: Bachelor's degree in engineering, construction management, project management, or a related field with 5 years relevant experience required.

Skills/Abilities

  • Ability to lead matrixed project teams and drive major construction projects to completion on time and within budget.
  • Expertise in risk identification and mitigation for large, complex utility construction programs.
  • Proficiency in developing cost-loaded, critical-path schedules and producing earned value performance reports.
  • Advanced financial analysis skills including budgeting, forecasting, and data evaluation using spreadsheet tools.
  • Strong public communication and presentation abilities, including summarizing project concepts using scheduling and reporting tools.
  • Understanding of quality assurance processes and ability to integrate QA/QC into project execution.
  • Knowledge of utility infrastructure including gas gate and regulator stations, distribution systems, and related civil/structural components.
  • Proven leadership in team-based environments with the ability to motivate and coordinate diverse internal and external stakeholders.

Experience/Training

  • Experience managing heavy construction projects, preferably in gas, electric, or other underground utility environments.
  • Experience with contract negotiation and supplier management for major construction activities.
  • Demonstrated success obtaining siting and permitting approvals with municipalities and regulatory agencies.
  • Project Management Professional (PMP) certification or equivalent or the ability to obtain a PMP within one year of hire.
  • Construction safety training (OSHA, OQ, or similar).
  • Experience in public speaking, construction management, and regulatory compliance within a utility or heavy-infrastructure environment.
