Bachelor's degree in business, public administration, accounting, finance, or a related field; three years of professional level administrative, analytical, or operational support experience in the assigned area of responsibility, including supervisory experience. Three years of professional experience in budgeting and financial management preferred. Experience with government strategic planning, budgeting methods, and accounting principles preferred, or an equivalent combination of training and experience. Experience performing budgetary analysis required. Proficiency with Microsoft Office software (Excel, PowerPoint, Word, Access). Strong analytical and organizational skills, along with excellent oral and written communication skills, are essential. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is considered Critical Safety Sensitive and is subject to random drug testing and alcohol testing. The use of illegal drugs, and/or the use of medical marijuana for this position is prohibited. Employees must not consume or be under the influence of alcohol while on duty, on work premises, or operating agency equipment. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or be a lawful permanent resident eligible for naturalization.
The department is seeking a collaborative leader who can manage multiple priorities while supporting staff and ensuring high quality service to internal and external stakeholders. Work closely with the Finance Operations Manager to support accurate and timely budget development, financial monitoring, and procurement activities across divisions. Supervise and participate in staff work involving budget reviews, reporting, procurement research, and management of fee based revenue sources. Provide coaching to ensure adherence to policies, procedures, and the County's Code of Ethics. Maintain effective working relationships with coworkers, partners, and program participants. Responsibilities also include preparing and reviewing complex spreadsheets, conducting analysis, resolving sensitive inquiries related to financial processes, supporting routine reporting functions, and performing related duties as required. This position is part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
