Job description

Program Manager

The Program Manager oversees the coordination and administration of all aspects of their assigned ongoing program, including planning, organizing, staffing, leading, and controlling program activities.

Essential Job Functions include:

  • Planning the delivery of the overall program and its activities in accordance with the mission and the goals of the organization
  • Developing new initiatives to support the strategic direction of the organization
  • Developing and implementing long-term goals and objectives to achieve the successful outcome of the program
  • Developing a program evaluation framework to assess the strengths of the program and to identify areas for improvement
  • Developing funding proposals for the program to ensure the continuous delivery of services
  • Providing critical feedback and instruction to staff, developing professional improvement plans as needed, and providing appropriately increasing levels of disciplinary action up to and including recommendations for termination with consultation and involvement from HR
  • Providing a positive leadership role model for all employees in a manner consistent with the company's mission statement, vision, and values
  • Keeping current on agency initiatives/procedures/policies through all forms of communication (email, intranet site, newsletters, etc.)
  • Coordinating the delivery of services among different program activities to increase effectiveness and efficiency
  • Writing reports on the program for management and for funders
  • Communicating with funders as outlined in funding agreements
  • Ensuring that the program operates within the approved budget
  • Monitoring and approving all budgeted program expenditures
  • Monitoring the program activities on a regular basis and conducting an annual evaluation according to the program evaluation framework
  • Reporting evaluation findings to the Executive Director and recommending changes to enhance the program, as appropriate
  • Attending required training as identified by supervisor and employee handbook and maintaining any licensure requirements if needed for program
  • Interviewing and hiring for position under programs as needed
  • Meeting weekly with teams to ensure client needs are covered and any issues are discussed
  • Engaging in local and state behavioral collaborative and policy initiatives as needed to support the strategic direction of service delivery
  • Performing other related tasks as assigned by the supervisor

Knowledge, Skills, and Abilities include:

  • Working knowledge of DSM, psychotropic medications, and substance abuse services
  • Ability to develop process workflows
  • Ability to organize people and projects
  • Strong written and verbal communication skills, with the ability to develop written reports and present information with confidence
  • Strong interpersonal skills to build relationships of trust with team members and stakeholders
  • Ability to exercise independent decision making
  • Positive team player
  • Expertise in compliance with contractual and legal obligations based on CARF accreditation standards, state guidelines, state licensure, funding/referral sources and system requirements. Maintaining audit ready standards.
  • Good computer skills (Word, Excel, internet platforms, database, web-based applications, and other electronic media) and be able to communicate effectively and accurately in verbal and written form.
  • Understanding of supporting individuals with disabilities and/or barriers to employment, education and independent living.
  • Knowledge of evidence-based treatment methods, principles and techniques as they relate to mental health and/or substance abuse services and how to access the various community resources.
  • Knowledge of supervisory and training techniques and practices used in mental health and/or substance use treatment.

Experience and Education Qualifications include:

  • Master's degree in one of the following fields: Social Work, Counseling, Psychology, Rehabilitation Counseling required.
  • OR Bachelor's degree in psychology, social work, nursing, counseling or closely related human services field. If the degree is in a field other than human services, a bachelor's degree and four years of experience in mental health is required.
  • Three (3) years of experience supervising clinical services preferred.

Supervisory Requirements include:

  • Communicate the strategic direction of the organization and encourage participation by all team members.
  • Provide leadership and guidance to all aspects of the department.
  • Take an active role in monitoring the identification, development, and execution of strategic objectives.
  • Involve, as appropriate, all team members to achieve goals.
  • Effectively communicate to team members any changes and newsworthy events within the department or company.
  • Handle difficult team member situations directly, using appropriate discretion and Human Resource advice to show respect for the individual.
  • Champion change and effectively manage the implementation of new ideas.
  • Reinforces team approach throughout functions; support and solicit input from team members at all levels within the company.

Employment Requirements include:

  • Successful completion of background check including criminal record, driving record, abuse/neglect and fingerprint check.
  • Completion of New Hire Orientation at the beginning of employment.
  • All training requirements including Relias at the beginning of employment and annually thereafter.
  • Current driver's license, acceptable driving record and current auto insurance.
  • CPR and First Aid, and Medication Administration certifications (certifications can be provided upon hire).

Physical Requirements include:

ADA Consideration - Sedentary work: Exerting up to 10 pounds of force occasionally (exists up the 1/3 of the time) and/or a negligible amount of force frequently (exists 1/3 to 2/3 of the time) to lift, carry, push, or pull, or otherwise move objects, including the human body. Repetitive movements of hands, fingers, and arms for typing and/or writing during work shift. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
