Minimum Qualifications

Bachelor's degree in Public Policy, Political Science, Communications, Business Administration, Public Health, or a related field is required.

Minimum of three (3) years of experience in legislative affairs, government relations, public policy, or public administration; experience in healthcare or public safety environments preferred.

Demonstrated experience engaging with elected officials, policymakers, or governmental agencies.

Valid driver's license with ability to travel within Oklahoma and occasionally out-of-state.

Ability to work outside normal business hours during legislative sessions or special governmental meetings.

Must be able to successfully pass a background check and drug screen to the satisfaction of the organization.

Essential Functions of the Position

40% Legislative Advocacy (in conjunction with the CEO)

Track, analyze, and report on proposed legislation, regulatory changes, and municipal policy actions affecting EMSA.

Develop briefing materials, talking points, and hearing testimony for use by EMSA leadership.

Coordinate meetings and legislative outreach between EMSA and local, state, and federal policymakers.

Represent EMSA at legislative sessions, committee hearings, and public policy forums.

Provide timely updates to the CEO and leadership team on emerging issues requiring strategic action.

40% Public Affairs Support

Assist with planning and executing EMSA public affairs initiatives, community events, and stakeholder engagements.

Support development of communication materials related to government affairs activities, including press releases, social media content, and public education materials.

Collaborate with the Public Affairs team on campaigns that highlight EMSA services, outcomes, and initiatives.

Maintain consistent messaging across advocacy, outreach, and communications activities.

Coordinate cross-departmental efforts during major events, public presentations, and outreach campaigns.

20% EMS/Healthcare Industry Engagement (State & National)

Monitor national EMS policy trends and participate in industry discussions that influence standards, reimbursement, and regulatory frameworks.

Prepare leadership briefings summarizing national policy developments and industry priorities.

Coordinate EMSA involvement at state and national conferences, including speaking opportunities and organizational representation.

Liaison with EMS and other industry associations to position EMSA as a leading healthcare organization.

Punctuality and regular, predictable, reliable, consistent attendance is essential. Other essential functions include: professionalism, the ability to communicate effectively (verbally and in writing), maintaining confidentiality, exercising sound judgment, being adaptable and flexible, following safety and compliance protocols, being accountable, complying with the Code of Conduct, organizational policies, procedures, practices, and expectations, and performing the core duties of the position either with or without a reasonable accommodation.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge

Understanding legislative processes at local, state, and federal levels.

Familiarity with public health systems, emergency medical services, municipal governance, or healthcare policy.

Knowledge of political landscapes, stakeholder dynamics, and intergovernmental relationships.

Working knowledge of research methods and policy analysis techniques.

Understanding public affairs functions, including community outreach, media coordination, and stakeholder communication.

Awareness of EMS and ambulance industry issues, national standards, and emerging trends influencing service delivery and regulation.

Skills

Excellent verbal and written communication, including presenting complex ideas clearly to diverse audiences.

Strong relationship building and networking skills with public officials and external partners.

Skilled in legislative tracking, policy interpretation, and summarizing large volumes of information.

Ability to write briefing documents, position papers, and official correspondence with precision and clarity.

Effective time management, strategic planning, and organizational skills.

Abilities

Ability to think critically and anticipate legislative or regulatory impacts on EMSA operations.

Ability to represent EMSA with professionalism and credibility in high visibility environments.

Ability to work independently, exercise sound judgment, and maintain confidentiality.

Ability to adapt to fast-changing policy environments and perform effectively under tight deadlines.

Ability to effectively collaborate with internal departments and external governmental entities.

Performs other job-related duties, functions, tasks, and responsibilities as assigned, which may vary based on evolving organizational needs and priorities. Supervisory Responsibilities

This position does not have supervisory or management responsibilities of other employees.

Physical Demands

This position requires a frequent amount of time at a stationary desk sitting for up to 8 hours daily.

Frequent repeating motions that may include wrists, hands, and fingers.

Hearing and talking to interpret job functions are frequently required and frequent visual ability to judge distance and space and clarity up to 20 ft.

There are minimal hand tool operation and minimal ascending or descending ladders, ramps, or stairs.

Occasionally may need to lift pull or pull objects up to 25 lbs. in all directions with a maximum lifting of 50 lbs.

There is occasional walking and standing but minimal kneeling, crouching, bending, twisting.

Work Environment

This position will often work outside of the EMSA corporate offices at government and municipal buildings.

This position requires frequent work commitments on evenings and weekends.

The position will also work in a temperature-controlled environment with occasional exposure to extreme temperatures to include humidity.

Sometimes may be exposed to fumes, grease, or oil and may experience minimal poor ventilation or air circulation.

The noise level is frequently quiet with minimal exposure to moving mechanical parts/machines.
