Assistant Director Of Public Works

Job description statements are intended to describe the general nature and level of work being performed by employees assigned to this job title. They are not intended to be construed as an exhaustive list of all responsibilities, duties, and skills required. Under general direction of the Director of Public Works, the Assistant Director of Public Works is responsible for the operations and maintenance of public works infrastructure (water, sanitary sewer, streets, drainage, fleet, facilities, solid waste and traffic infrastructure). The purpose of this position is to supervise and coordinate departmental operations and oversee projects to enhance the City's infrastructure. The Assistant Director of Public Works monitors the performance of the infrastructure systems of the City, daily operations, develops and administers divisional budgets, manages projects and supervises personnel. The Assistant Director of Public Works will collaborate with the City Engineer, Operations Manager, and Asset Manager for developing and implementing the public works maintenance and resilience programs. The Assistant Director of Public Works may act as the Director of Public Works in the absence of the Director of Public Works. Performs other duties as assigned.

Manages department operations by providing leadership to divisions, preparing bids and contracts for major vehicle and equipment purchases, preparing contracts for maintenance services, monitoring and evaluating the efficiency and effectiveness of methods and procedures, reallocating resources as needed, working with employees on improvements to City services, participating in the development and implementation of goals, objectives and priorities and developing and evaluating standard operating procedures. Develops and administers divisional budgets by assisting with budget implementation, recommending the appropriate services and staffing levels, forecasting additional funds needed for personnel, equipment, materials, contracts and supplies, approving expenditures and recommending and implementing budget adjustments. Manages projects by assisting with planning, developing and executing infrastructure projects, researching and making recommendations concerning development projects, facilitating pre-construction meetings, working with project engineers, inspectors and contractors to resolve problems, monitoring the progress of strategic objectives and assisting with the department portion of the City Council strategic plan. Supervises personnel by selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, assisting employees, correcting deficiencies and implementing disciplinary and termination procedures. Participates in infrastructure master planning from an operational perspective, assisting in the development of water, sewer, street, traffic, solid waste, emergency management and drainage plans, monitoring the capital improvement budget, assisting in the implementation and execution of capital improvement projects and developing comprehensive infrastructure maintenance plans. Serves as the department liaison by meeting with residents, business owners, consulting engineers, outside organizations and other department managers, directors and Council, discussing, planning, evaluating, recommending and resolving issues and problems and responding to questions, inquiries and concerns. Assists with special projects by participating on task forces and committees, managing contracts and responding to emergency situations as needed. Responsible for regular attendance and arriving at work on time. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is that ability to create and maintain professional, harmonious working relationships with others.

High School Diploma and 15 years of experience required, with 5 years including supervisory experience. Bachelor's degree is preferred and may be substituted for equivalent work experience. Municipal experience is preferred. Ability to supervise field and para-professional personnel; proficiency in communication and budget development; administrative policy planning and implementation; and skill in capital improvement program planning. Knowledge of principles and practices of supervision, training and performance evaluation; pertinent federal, state and local laws, codes and regulations pertaining to public works design, construction and civil engineering. Ability to manage, direct and coordinate the work of assigned technical and clerical personnel; supervise, train and evaluate assigned staff; implement goals, objectives and practices for providing effective and efficient public works operations. Analyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goals. Ability to manage multiple priorities and keep informed on project status. Ability to establish and maintain cooperative working relationships with those contacted in the course of work including City and other governmental offices, community groups and the general public. Ability to identify and write departmental work practices in compliance with public works accreditation process and applicable laws and regulations. Ability to evaluate, analyze, implement, and manage work management software programs.

Valid Class "C" driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt. Texas Commission on Environmental Quality Wastewater Collection Operator Class II License and Water System Operator Class C License or equivalent or ability to obtain within three years of employment; IMSA Level Certifications and APWA CPWE preferred. Works primarily in climate-controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light (up to 10 lbs.), easy to handle materials. Maintain effective audio-visual discrimination and perception needed for: making observations, reading and writing, communicating with others and operating assigned equipment; Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: exposure to dirt, fumes, toxic materials, extreme temperatures, noise, vibrations and high work places; walking, standing or sitting for extended periods of time; stooping, crawling, or crouching for performance of inspections, surveying and monitoring construction projects; pushing, pulling or lifting equipment or supplies used in surveying and inspecting construction.
