Role Overview:

The Accounts Payable (AP) Supervisor will manage the payroll for the agency; new hire, promotion, retirement, and termination processing; education reimbursement coordination, and all accounts payable. The position will review biweekly attendance, tax information, staff deductions, and benefit information in the format prescribed by the Comptroller for payment; understand payroll procedures, policies, and laws to identify inaccurate submittals; manage receiving and voucher activities in the People Soft AP module; analyze refunds posting, accounts, and funds for trends/expectations; ensure proper accounting and adherence to Indiana Code for payments; and approve voucher transactions, requisitions, and purchase orders.

Salary:

A Day in the Life:

The essential functions of this role are as follows:

• Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
• Analyze business operations, trends, costs, revenues, financial commitments, and obligations to project future revenues and expenses or to provide advice.
• Assist the supervisor with budgets, preparing periodic reports that compare budgeted costs to actual costs.
• Advise the controller or supervisor on the status of assigned accounts.
• Assist in the development of general policies for a fiscal program.
• Assist management in the preparation of agency or program area budget requests.
• Reconcile complex discrepancies between accounts and the appropriate department or supervisor of errors.
• Prepare reports for reconciliation of grant funded accounts.
• Analyze financial statements and reports for accuracy.
• Serve as liaison between agency and the federal government or other funding source for assigned account.
• Coordinate computerized accounting system within assigned area.
• Control the flow of appropriated funds.
• Direct the work of lower-level accountants and account clerks assisting in complex or unusual situations.
• Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
• Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

• Thorough knowledge of the theories, principles and practices of governmental accounting, budgeting, and auditing.
• Thorough knowledge of fund accounting and grant reconciliation.
• Thorough knowledge of federal and state accounting and bookkeeping laws, policies, and procedures.
• Thorough knowledge of the state government organization and function.
• Thorough knowledge of automated accounting systems.
• Ability to solve complex accounting methods and procedures to meet agency need.
• Ability to prepare budgets.
• Ability to develop effective work relationships.
• Ability to prepare and interpret complex financial statements and reports.
• Ability to reconcile discrepancies between accounts.
• Ability to delegate work, set clear direction, and manage workflow.
• Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
