The department's portfolio of responsibilities includes the acquisition and sale of properties, design and management of new construction and renovation projects, building maintenance, landscaping and horticultural services, pruning, planting and removal of trees, cemeteries management, and supporting the nonprofit Keep Durham Beautiful, among others. Work Days / Hours: Monday - Friday 8:30 a.m. - 5:00 p.m. Hiring Range: $77,507.00 to $120,133.00 / Annually Devoted to providing project management and oversight of the design and construction of building improvements and major maintenance projects. Perform oversight and management of multiple and/or large, complex, and high-profile construction and design projects for City facilities and major maintenance. Oversee the entire project lifecycle which may include land acquisition, design, construction, and close-out and serve as designated subject matter experts. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Responsible for managing design consultants, general contractors, Construction Manager at Risk contractors, and other consultants; ensuring that projects meet deliverables and specifications; inspecting projects on site; developing and maintaining project records including documenting all issues, risks, scope and budget changes and impacts to schedules; assisting in the real estate acquisition process; collaborating with the City Attorney's office to negotiate and write high-dollar contracts in accordance with procurement laws and regulations; creating, managing, and tracking schedules and budgets; reviewing project documents and construction activities to identify constructability issues, conflicts, ambiguities, and other items that impede progress; identifying and managing risk issues, reporting unresolved issues to upper management; preparing reports and agenda items for the City council; making presentations; reviewing and approving payment requests; and participating in project planning and budgeting. Some assignments may serve as the City's Energy Manager, devoted to tracking energy usage and implementing energy-saving capital improvement projects.

Duties/Responsibilities

  • Designs and manages complex capital improvement projects based on City and client needs and expectations; prepares project charters, develops project schedules, conducts bid openings, develops request for proposals, negotiates contracts, leads project meetings, coordinates design for in-house projects or oversees contractors; and ensures that project operations comply with contract specifications, and applicable laws, policies and procedures.
  • Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; selects and approves materials; identifies and manages risk and other project issues; and communicates unresolved issues to upper management.
  • Develops project budgets, to include developing budget summaries, monitoring expenditures, reviewing and approving payment requests, processing change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work also involves managing project grants.
  • Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.
  • Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, City Attorney staff, and other City departments and external agencies; develops and makes presentations to City Council, as assigned; oversees project operations; resolves issues and mitigates project risks; negotiates contracts; and provides technical and general information.

Minimum Qualifications & Experience

  • Bachelor's degree in engineering, building construction, construction management, architecture, design or a directly related field such as landscape architecture.
  • Five years of construction project management experience.
  • A valid North Carolina Class C Driver's License with a satisfactory driving record.

Additional Preferred Skills

The ideal candidate will have experience in the following areas:

  • Five or more years of managing municipal or public capital improvement projects.
  • Federal Grant Management and Administration
  • Experience managing projects in the field of design and construction.
  • Experience managing complex design or construction projects.
  • Experience managing federally funded trail or infrastructure projects.
  • Experience managing design/build projects.
  • Experience managing construction manager-at-risk (CMAR) projects.
  • Experience managing energy management or sustainability projects.
ADA and Other Requirements

Positions in this class typically require: climbing, balancing, stooping, reaching, standing, walking, fingering, grasping, talking, hearing, and seeing. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Work is performed in an indoor, office environment. Incumbents may be exposed to hazardous physical conditions, such as mechanical parts, electrical currents, and vibrations; atmospheric conditions, such as fumes, odors, gases, and poor ventilation; and extreme temperatures. Incumbents may be expected to travel to external organizations and locations.
