Job description

Behavioral Health Services Supervisor

The County of Riverside's Behavioral Health Department is seeking a Behavioral Health Services Supervisor to join the Riverside Long Term Care program. This program provides comprehensive services to mentally ill and gravely disabled adults who are conserved under the Riverside County Public Guardian. The Long Term Care team is responsible for securing appropriate placement in long term care facilities, as well as providing case management, placement coordination, and transportation for conservatees who are court-ordered into these settings. The program serves conserved adults with severe and persistent mental illness, grave disability, dementia, neurocognitive disorders, and developmental disabilities. The multidisciplinary team includes Senior Clinicians, Clinical Therapists, Behavioral Health Specialists, Office Assistants, transportation staff, and a Psychiatrist. Team members work closely with a wide network of partners, including housing and placement providers, psychiatric and medical hospital personnel, clinic staff, State Hospital staff, detention facilities, and emergency response personnel to ensure the safety, stability, and well-being of the individuals they serve.

We are looking for candidates who:

  • Are Licensed professionals (LCSW, LMFT or LPCC)
  • Have a minimum of two years post-licensure experience
  • Have strong computer and organizational skills
  • Have supervisory/lead experience

For this recruitment, the position is eligible for a 10% DTR differential that is applied to hours physically worked. At any time, this differential can be removed. The certification list generated from this recruitment may be used to fill other future Behavioral Health Service Supervisor vacancies within Behavioral Health that may occur in the coming weeks.

Under general direction, plans, organizes and directs the activities of one or more functional units within a regional or major behavioral health services program; supervises the work of multidisciplinary staff engaged in planning and providing a variety of behavioral health services to individuals, groups and the community; performs other related duties as required. The Behavioral Health Service Supervisor is the supervising and/or principal level classification in the Behavioral Health Specialist series performing the full range of supervisory duties and reports to an appropriate manager level position.

The Behavioral Health Services Supervisor is in charge of one or more functional units and is responsible for planning or implementing specialized behavioral health services for adults, children or adolescents within an assigned program or geographic area. Incumbents are further responsible for maintaining the quality of staff performance and workload standards.

The Behavioral Health Service Supervisor is distinguished from the Behavioral Health Services Manager in that the latter is responsible for the management of a comprehensive regional services program or a major Countywide program. The Behavioral Health Service Supervisor is further distinguished from the Behavioral Health Service Supervisor-LP by the latter's additional responsibility for conducting and supervising work requiring an advanced knowledge of psychological diagnostic and treatment methods, including projective techniques and psychological tests. The Behavioral Health Service Supervisor is further distinguished from the Senior Clinical Therapist in that the former is the full-scope supervisor over licensed and unlicensed professional staff, while the latter is the lead level clinician class.

This position will work a 9/80 schedule and some driving is required therefore candidates must have a valid California Drivers License.

Examples of Essential Duties

Main Duties and Responsibilities

  • Provides ongoing clinical supervision for the Conservatorship Investigation Officers (CIO) and Long Term Care (LTC)
  • Receives, reviews and assigns new CIO referrals
  • Supervises CIO investigation of financial, social, and medical background of persons referrals for guardianship or conservatorship
  • Reviews and co-signs CIO conservatorship recommendations to the court under applicable laws
  • Draft letters, responses, affidavits and answers to subpoenas regarding CIO investigations
  • Attends court hearings, including court and jury trials regarding recommendations on guardianship or conservatorship
  • Conduct weekly staff meeting with CIO and LTC
  • Provides training as needed to new and old clinical staff members
  • Provides orientation to new staff members as needed
  • Address quality improvement issues
  • Foster team building
  • Completes employee evaluations
  • Reads and responds to emails
  • Holds case conferences
  • Provides problem resolutions for and with staff
  • Provides ongoing documentation training
  • Promotes adherence to RUHS-BH and county policies
  • Establishes and maintains effective working relationship with staff and other county agencies and outside agencies
  • Provides indirect services involving information, consultation and educational services to staff
  • Helps and encourages staff with regards to professional development
  • Consults with staff analysts as needed to monitor fiscal status of program budget
  • Advocates for needed resources
  • Provides program statistical program data and information to Administration as needed
  • Implements required changes as per Department Policies or as directed by the Mental Health Services Administrator
  • Represents CIO program in the monthly supervision meetings
  • Participates in Departmental meetings and trainings as required and directed
  • Performs other duties as assigned

Additional Examples of Essential Duties

  • Plan, assign, direct, supervise, and coordinate the work of a multidisciplinary staff providing behavioral health treatment services, social and rehabilitation services, and consultation and education services to consumers, public and private agencies, and the community.
  • Evaluate overall unit activities, including methods and procedures for effectiveness and consistency with program goals and objectives, recommending and implementing changes in program, policies, and procedures as necessary.
  • Evaluate performance of personnel and take or recommend appropriate course of action; interview, select, and recommend the hiring of new staff members.
  • Provide guidance to subordinates on departmental philosophy, goals and objectives, and policies and procedures through casework conferences, staff meetings, and work review; assist and participate in the development and coordination of in-service training and staff development programs.
  • Make or review decisions on difficult consumer assessment and casework matters.
  • Work with other public, private, and community organizations providing health and human services to mentally and emotionally disabled individuals to gain and ensure cooperation in order to achieve program goals; participate in behavioral health conferences and local area committees; may participate in regional or countywide community needs assessment and program planning development and evaluation activities.
  • Assist in preparing annual budget requirements and monitor expenditures to ensure unit is within funding provisions; prepare reports and correspondence regarding workload statistics, casework and unit methods, and procedures.

Minimum Qualifications

Experience: Two years of post-license professional experience in a psychiatric or behavioral health setting providing direct client services which must have included: client assessment and evaluation, development and implementation of appropriate treatment plans, providing psychotherapy or behavioral health counseling, and providing indirect services involving information, consultation, and educational services to staff and community.

License: Possession of a valid license to practice as a Licensed Clinical Social Worker, Licensed Professional Clinical Counselor, or Licensed Marriage and Family Therapist issued by the California State Board of Behavioral Science Examiners.

Candidates recruited from out-of-state must possess an out-of-state license to practice in one of the above stated options. Individuals hired under this option shall obtain their license to practice issued by the California Board of Behavioral Sciences within three years of date of hire. During the interim three years, the incumbent shall be eligible for a Mental Health Professional Licensing Waiver Request approved by the State of California Health and Human Services Agency.

Candidates qualifying with the Licensed Professional Clinical Counselor option must have completed additional education and training as defined below:

  • Six semester units or nine quarter units specifically focused on the theory and application of marriage and family therapy, OR a named specialization or emphasis area on the qualifying degree in marriage and family therapy, marital and family therapy, marriage, family, and child counseling, or couple and family therapy;
