Job description
Position Summary

The Division Operations Director provides support for the delivery of instruction and student success in fulfillment of the College¿s mission and vision by managing Division and program budgets, calculating and monitoring full-time faculty workload, supervising staff, and establishing common filing systems and procedures while ensuring compliance with records management.

The Division Operations Director has authority to implement Division policies and procedures in collaboration with the Dean to prioritize equity, student success, employee wellbeing, and community impact. This position will also initiate, and lead process improvement and change management aimed at facilitating faculty excellence, innovative and inclusive programs, and strengthening community and industry partnerships.

The Division Operations Director exercises fiscal oversight on state and self-support budgets. They are responsible for managing and analyzing budgets and contracts, including assisting with planning, development, reconciling, and reporting for all Division and program operating budgets and contracts.

Pay, Benefits & Work Schedule

Position Salary Range: $87,556/year - $126,956/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hire starts no higher than $97,406/year based on Bellevue College Exempt salary schedule.

The employee is scheduled to work 40 hours per workweek. This position is exempt from the overtime provisions of the Fair Labor Standards Act, which means that you are not eligible for overtime pay.

About the Department

The Health Sciences, Education & Wellness Institute (HSEWI) is dedicated to successful completion of our students' education goals, as well as advocates for life-long wellness, learning, teaching, and service excellence. We provide a wide variety of accessible, rigorous, and engaging professional/technical courses, programs, and credentials that are responsive to individual, institutional, and community needs, prospects, and opportunities. The Institute is comprised of unique programs which focus on providing excellent education and training for many professions in healthcare, education, and wellness.

Essential Functions

Managing Support Operations

  • Collaborate with Dean and faculty to articulate and support the HSEWI Division¿s vision and purpose.
  • Promote a diverse, equitable, and safe working environment in Division operations.
  • Lead operational and administrative projects as delegated by the Dean.
  • Enhance accountability, productivity, efficiency, equity, and professionalism of HSEWI Division¿s operations.
  • Facilitate cooperative working relationships between the Divisions, college offices, and external partners.
  • Assist in on boarding new faculty with assigning laptop, ensuring office space, key code access, mailbox and communicating and coordinating with campus departments to assist new faculty
  • Support faculty achievement by providing effective service, responsive administrative functions, and timely communication. This includes responding to questions regarding pay, classroom issues, absences, professional development, pay rates and contracts.
  • Manage the operational aspects of the faculty sick leave process, including coordination and tracking.
  • Support the Dean in planning quarterly Division activities such as Dean's days, division retreats, division days, and others.
  • Prepare quarterly reports and distribute reminders about workload, the availability of faculty professional development funds, work-based learning calculators, and institutional and external financial requirements.
  • Manage and coordinate office and other space for faculty and staff,
  • Track and monitor computers, office equipment, and supply acquisitions, allocations and replacements for both faculty and staff.
  • Oversee issuing scan/copy cards and for key access to faculty and staff.
  • Oversee Division website according to institutional standards.
  • Administrator for divisional digital resources (e.g. SharePoint, Castle branch, etc)..
  • Oversee management of division documents including forms, syllabi and confidential documents.
  • Ensure accurate information is provided to students, visitors and employees on division processes and programs. Develop and update front desk manual as well as resources and procedures for handling front desk operations.

Manage Division budgets and contracts

  • Manage, analyze and report on all divisional operational budgets including expenses, reimbursements, and travel requests; maintain fiscal records, and recommend fiscal strategies.
  • Calculate and monitor full-time faculty workload and payment accuracy; identify and resolve problems related to meeting contractual Full-Time Equivalent Faculty (FTEF) responsibilities.
  • Manage budget transfers for full-time faculty release to ensure financial accuracy.
  • Monitor and ensure timely disbursement of all payments to faculty, in compliance with their collective bargaining agreement including processing stipends, faculty moonlight pay, and special projects.
  • Oversee the contract process for services including coordinating with Bellevue College Contracts Office.
  • Oversee reconciliation and approval of procurement card transactions monthly including all classroom supplies, equipment, registrations, software subscriptions and office supplies.
  • Ensure state and college funds are managed in compliance with Bellevue College policies and procedures and applicable laws and regulations.

Manage support staff

  • Supervise employees including recruiting and selecting, providing training and development, planning and assigning work, evaluating performance, resolving grievances, and taking corrective action.
  • Conduct regular 1:1 and team meetings with employees.
  • Approve employee leave requests and time sheets.

  • Duties Performed: Perform other duties as assigned.
Minimum Qualifications
  • Bachelor's degree in relevant field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
  • Minimum two (2) years of administrative management experience with increasing responsibilities.
  • Supervisory experience, including leading, training and professional development of staff.
  • Experience preparing administrative or financial reports.
  • Experience managing complex operating budgets and contracts.
  • Experience with course management software systems such as Canvas.
  • Work experience in higher education, including knowledge of higher education processes and procedures.
  • Experience with data analysis to support accreditation requirements, budget analysis and management, course schedule optimization, and others as needed.
  • Proficient use of computers and software applications, such as SharePoint, WordPress, and Microsoft Office 365, with advanced experience in MS Excel, especially using complex calculation and function features.
  • Ability to exercise independent judgment, decision making, discretion, and confidentiality.
  • Experience with time and conflict management, organizing workflows, and implementing policies and procedures.
  • Ability to work independently while successfully directing and completing multiple projects while meeting deadlines.
  • Effective written, verbal, and interpersonal and communication skills.
  • Demonstrated experience working with diverse colleagues and/or students in a collaborative and inclusive environment.
  • Work experience in higher education/academic division.
Preferred Qualifications
  • Knowledge of Washington State community college processes and procedures, including curriculum requirements, Washington Administrative Code (WAC), and the Revised Code of Washington (RCW) as they relate to higher education.
  • Experience working with grants, research activities, or externally funded Health and Education initiatives.
  • Experience supporting accreditation-required data and budget analysis.
  • Familiarity with artificial intelligence (AI) tools and applications to support operational efficiency, data analysis, and workflow automation.
