Talent Management Coordinator

The Fresno Regional Workforce Development Board (FRWDB) operates a hybrid model workforce investment system that delivers Workforce Innovation and Opportunity Act (WIOA) services throughout Fresno County through four America's Job Center of California (AJCC) locations: Fresno Metro East, Fresno Metro West, Parlier, and Mendota. FRWDB directly employs Business Services staff while contracting with service providers to deliver Employment Readiness Specialists (ERSs) and Talent Management Specialists (TMSs) who serve Adult and Dislocated Worker participants. We are currently accepting applications for our Talent Management Coordinator position to serve as a critical connector between FRWDB Business Services staff and contractor-employed ERSs and TMSs, ensuring coordinated employer engagement, participant placement activities, workforce system alignment, and achievement of local, state, and federal workforce goals.

Under the direction of the Deputy Director of Marketing, Grants & Business Initiatives, the Talent Management Coordinator is responsible for coordinating and strengthening the relationship between FRWDB Business Services staff and contractor-employed Employment Readiness Specialists and Talent Management Specialists serving Adult and Dislocated Worker participants. The TMC provides operational leadership, technical assistance, performance monitoring, quality assurance, and workforce system coordination designed to maximize employment outcomes, employer engagement, work-based learning opportunities, and customer satisfaction. The TMC serves as FRWDB's primary coordinator for aligning contractor-delivered talent development services with Board-led business engagement strategies and regional workforce priorities.

Duties include, but are not limited to:

  • Serve as the primary liaison between FRWDB Business Services staff and contractor-employed Employment Readiness Specialists and Talent Management Specialists.
  • Coordinate talent development, referral, placement, and employer engagement activities across contracted Adult and Dislocated Worker service providers to ensure a consistent countywide workforce delivery system.
  • Facilitate communication, problem-solving, and collaboration among workforce system partners.
  • Support implementation of strategic workforce initiatives that align with FRWDB goals, values, and performance expectations.
  • Coordinate with FRWDB Business Services staff to identify employment opportunities, hiring needs, industry trends, and workforce solutions for Fresno County employers.
  • Ensure contractor Talent Management Specialists effectively connect qualified participants with employer opportunities.
  • Support development and expansion of On-the-Job Training (OJT), Work Experience (WEX), Transitional Jobs (TJ), Incumbent Worker Training (IWT), and other work-based learning opportunities.
  • Assist with sector partnerships, hiring events, recruitment activities, and employer outreach initiatives.
  • Promote solutions that remove barriers for job seekers and businesses while strengthening employer satisfaction.
  • Monitor and evaluate workforce system performance related to referrals, placements, retention, work-based learning opportunities, employer engagement, and customer outcomes.
  • Review reports, dashboards, and performance metrics and provide recommendations for improvement.
  • Ensure contractor staff activities align with FRWDB performance goals and contractual requirements.
  • Collaborate with contractor leadership to monitor contract performance, identify service gaps, develop corrective strategies, and support achievement of negotiated performance outcomes.
  • Conduct quality assurance reviews and identify best practices that improve participant outcomes.
  • Provide technical guidance, operational support, best-practice recommendations, and performance feedback to contractor management and frontline staff.
  • Assist with onboarding, training, and professional development activities.
  • Promote continuous improvement, innovation, accountability, and adaptability across workforce teams.
  • Ensure compliance with applicable federal, state, local, and FRWDB policies and procedures.
  • Assist with monitoring reviews, audits, corrective action plans, and contract performance assessments.
  • Prepare reports, presentations, analyses, and recommendations for FRWDB leadership.
  • Maintain confidentiality and safeguard participant, employer, and organizational information.
  • Support initiatives that invest in people, strengthen workforce innovation, and create measurable economic opportunities throughout Fresno County.
  • Promote initiatives that maximize workforce resources, remove barriers to employment, and position FRWDB as a regional leader in workforce innovation.
  • Identify emerging workforce trends and recommend forward-thinking strategies.
  • Analyze labor market information, employer demand trends, and workforce performance data to inform talent development strategies and employer outreach priorities.
  • Build collaborative partnerships that advance workforce development objectives and community prosperity.

The ideal candidate will possess the following:

  • Bachelor's degree in Business Administration, Public Administration, Human Resources, Workforce Development, Organizational Leadership, or a related field preferred. (Associate's degree with significant relevant experience may be considered.)
  • Minimum three (3) years of progressively responsible workforce development experience, including WIOA-funded programs, business services, employer engagement, job development, case management, performance management, or workforce operations.
  • Demonstrated knowledge of WIOA regulations, workforce system partnerships, labor market information, career pathway strategies, and work-based learning programs.
  • Experience coordinating multidisciplinary teams, contractors, and external stakeholders.
  • Strong analytical, organizational, leadership, project management, and communication skills.
  • Ability to analyze labor market information, employer demand trends, workforce performance data, and develop continuous improvement strategies.
  • Demonstrated commitment to customer service, innovation, accountability, adaptability, and workforce excellence.
  • Proficiency with Microsoft Office applications, workforce databases, and reporting systems.

Excellent benefits package, including 100% paid health and Life insurance for the employee, 80% paid health for dependents. Paid vacation and company paid retirement plan with a 7% company contribution, educational tuition assistance program, and competitive salary in the range of $25.16- $28.21 / hour DOE.
