Job description

Billing Manager

Billing Manager will be responsible for all aspects of commercial and governmental billing. Position must possess in-depth knowledge of National Uniform Billing Regulations. Responsibilities will include all internal holds, billing system holds and bridges, management of edits; all designed to generate a defect-free claim. Position will manage internal resources and chart auditors. Departmental specific summary plans, organizes and manages the activities of healthcare services billing office staff in coding, data entry, cashiering, insurance and patient billing, credit and collections. Promotes and maintains exceptional customer service while maximizing reimbursement. Essential duties include:

  • Directly supervising all subordinate staff. Recruiting, screening, hiring, orienting, training and cross-training staff. Evaluating employee performance, providing guidance and feedback. Counseling, disciplining and/or terminating employees as required. Scheduling, assigning and prioritizing workloads. Setting appropriate deadlines. Monitoring employee performance on a day-to-day basis. Ensuring timely completion of department's work.
  • Scheduling and conducting staff meetings and individual meetings within department to facilitate attainment of department objectives. Participating in planning, implementing and administering communications programs within unit as assigned.
  • Developing and implementing policies and procedures applicable to billing operations. Ensuring compliance with departmental and university policies and procedures.
  • Developing, implementing and managing quality control, follow-up, reconciliation and audit procedures to ensure accuracy in coding, data entry, cashiering and billing.
  • Participating in planning and administration of department budget, as assigned. Providing projections and reports as required, for development and management of budget.
  • Monitoring timeliness and effectiveness of department activities, ensuring that the number of days patient accounts are outstanding in accounts receivables is no more than the agreed upon limit and that bad debt is within budgeted target. Analyzing reports to prioritize activity in the monthly collections process. Monitoring effectiveness of collection efforts. Maintaining insurance billing current within the established time frame specified in department policy.
  • Ensuring that all Medicare, Medi-Cal and other third-party payor correspondence is reviewed and that billing problems are corrected to facilitate reimbursement.
  • Overseeing the preparation of various status reports for management. Analyzing trends and making recommendations.
  • Attending seminars and professional association meetings to maintain currency with new developments in the field. Establishing and maintaining an active network of professional contacts.
  • Developing and implementing security related procedures such as office opening and closing routines, recognition of duress signals and key controls. Coordinating security activities with university public safety department. Promoting and maintaining standards for security conscious awareness and behavior. Maintaining knowledge of university's crime prevention and suppression programs and services. Ensuring dissemination of security related information to staff.
  • Perform other duties as assigned.

Required qualifications:

  • High school or equivalent
  • 5 years minimum experience in a supervisory role. Experience in medical billing, coding, collections
  • Working knowledge of computer billing systems (IDX), CPT-4 & ICD-9CM coding
  • Insurance & medical terminology
  • Laws governing collection efforts

Preferred Qualifications:

  • Bachelor's degree

Required Licenses/Certifications:

  • Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
