Job description

Civil Rights Complaint Program Manager

Join our team as the statewide Civil Rights Complaint Program Manager and play a vital role in promoting fairness, compliance, and equal access across Department programs. Lead the development and administration of a centralized civil rights complaint program, support investigations, and coordinate compliance efforts for SNAP, Medicaid, and other federally funded programs. Minimum Qualifications

Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor's degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties And Other Information

Job Duties:

  • Plans, develops, implements, administers, and evaluates the Department's centralized statewide Civil Rights Complaint Program.
  • Administers the civil rights complaint process for SNAP, Economic Stability (Independence) Programs, Medicaid, and other federally funded programs.
  • Receives, reviews, and coordinates the processing of federal and state-level civil rights complaints.
  • Provides guidance and support throughout civil rights complaint investigations to ensure matters are appropriately addressed.
  • Coordinates civil rights compliance activities for Department-administered programs receiving federal financial assistance.
  • Monitors program operations and processes to promote compliance with applicable federal and state civil rights requirements.
  • Collaborates with Department programs and stakeholders on civil rights complaint administration, compliance matters, and other assigned program activities.
