The Program Controls Analyst ensures disciplined planning, execution, and performance visibility across complex, regulated programs. This role provides the analytical backbone for cost, schedule, and baseline integritysupporting compliant Earned Value Management (EVM), accurate performance reporting, and proactive decision-making. The analyst partners with CAMs, schedulers, finance, and program leadership to maintain a reliable Performance Measurement Baseline (PMB), monitor variances, and uphold internal and customer requirements including EIA-748 and DCMA DECM. By delivering timely, accurate, and auditable data, the Program Controls Analyst strengthens program predictability, supports contractual compliance, and enables informed program leadership actions.
REQUIRED:
- Bachelor's degree in Business Administration, Finance, Engineering, Project Management, or related field; equivalent experience considered.
- 15 years of experience in program controls, project analysis, finance, scheduling, or related analytical roles.
- Foundational understanding of Earned Value Management (EVM) concepts (BCWS/BCWP/ACWP, variances, indices).
- Proficiency with Excel (pivot tables, lookups, formulas) and comfort working with large data sets.
- Ability to interpret technical schedules, cost data, and performance metrics.
- Strong attention to detail, analytical thinking, and ability to produce accurate, auditable work.
- Effective communication skills able to translate data into clear, actionable insights for CAMs and leadership.
- Ability to work in a fast paced, compliance driven environment with fixed deadlines.
