Environmental Services Supervisor
Responsible for supervising and coordinating the activities of assigned environmental programs. Participates in inspecting, monitoring, permitting, and sampling of regulated entities to determine compliance with environmental rules and regulations. Performs complex administrative and technical tasks in the administration of assigned environmental programs.
Essential Functions and Other Important Duties

Updates, revises, and creates standard operating procedures based on operational need.
Supervises staff as assigned which includes making recommendations for hiring, evaluation of individual performance, and disciplinary actions or recommendations.
Reviews, understands, and implements federal, state, and local regulations. Assists in maintaining compliance of City operations with applicable regulations.
Receives, reviews, and evaluates technical and analytical data for compliance and legal defensibility. Provides expertise, guidance, and support to staff as assigned.
Collects samples as needed to evaluate environmental quality. Performs complex calculations to complete reports and enter data values into software. Evaluates gathered data to determine compliance with applicable regulations and implements appropriate action.
Initiates enforcement actions; provides defensible data, documents, and participates in legal proceedings. Provides expert technical testimony for enforcement actions.
Reviews and evaluates permits and other authorization applications for administrative and technical completeness. Prepares, processes, issues, and reviews control documents.
Performs, documents, and evaluates the results of surveys, inspections, investigations, and submitted reports for compliance with applicable regulations.
Corresponds with various external stakeholders, including industrial facility representatives, citizens, and with governmental representatives to raise awareness with environmental federal, state, and local laws.
Generates and maintains electronic and paper records repositories according to the approved retention schedule and City policy.
Participates in the development of assigned program budget. Monitors and approves expenditures and forecasts funds needed for staffing and equipment. Recommends adjustments as necessary.
Develops recommendations and participates in the formulation of modifications including revisions to ordinances, agreements, and contracts.
Assists in the creation of reports to TCEQ. Corresponds with regulatory stakeholders.
Participates in inspections and audits of the City's environmental programs.
Receives, determines applicability of, and responds to public requests for information.
Schedules and coordinates sampling events and other activities required by the City's TPDES permits.
Assists in the development review process by completing Certificate of Occupancy reviews.
Maintains the City's Compliance Tracking Software and the Industrial Waste Survey and One-Time Dental Compliance Report database.
Maintains the City's Commercial Pretreatment Compliance Tracking Software.
Selects, trains, supervises, and evaluates staff; recommends assignment/assignment change, retention, discipline, and dismissal.
Develops, manages, and monitors budget; maintains accurate budget reporting; ensures that operations are cost-effective, and funds are managed wisely.

Job Requirements
Education, Experience, and Licenses/Certifications
Bachelor's Degree from an accredited college or university in Biology, Chemistry, or Environmental Science, or related field; and, Three (3) years' experience in environmental programs or related field; and, One (1) year experience in management or supervisory capacity; and, Must possess or obtain and maintain a valid Designated Representative license from Texas Commission on Environmental Quality within one (1) year of employment.
Required Skills/Abilities
Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations. Skill in analyzing, researching, interpreting, and understanding policies, laws, and regulations, and providing workable recommendations and solutions that maintain compliance. Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work. Skill in providing exceptional service to internal and external customers. Skill in interpersonal relationships, including using tact, patience, and courtesy. Ability to communicate effectively, both in oral and written forms, for the needs of the audience. Ability to establish and maintain effective interpersonal relationships. Ability to understand techniques, practices, and procedures related to environmental monitoring. Ability to develop, understand, interpret, train on, and apply rules, policies, and operational procedures.
Conditions of Employment
Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law). Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification. Must pass a physical examination. Must possess or obtain and maintain a valid Designated Representative license from Texas Commission on Environmental Quality within one (1) year of employment.

Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.

Tools/Equipment Used: Standard office equipment, including computer and peripherals; work with laboratory ecological and environmental testing and monitoring equipment and operates motor vehicle; manhole lid retractors and pick axes; use of hand and power tools, standard electrical equipment, and use of motor vehicle; wear appropriate personal protective equipment (PPE).
Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting: Lifting no more than 50 pounds and carrying up to 25 pounds.
Environment: Works in an office setting and laboratory setting with and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, no/low light, insects, poison oak/ivy, debris, confined spaces, mold, chemicals, untreated wastes/wastewater, odors, heights, potentially hazardous conditions, steep slopes, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
Travel: Travel to City of Denton facilities and testing sites within the city as required.
Attendance: Regular and punctual attendance at the worksite is required for this position.
Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
