Behavioral Health Resource Center (BHRC) Program Manager

The Peer Company (TPC)

PAY SCALE: $70,000 - $87,000 annually

SCHEDULE: 1.0 FTE (40-50 hours per week), exempt

HOURS AND LOCATION: Tuesday - Friday, 10:00AM 8:00PM

BHRC: 333 SW Park Ave Portland, OR 97205

Job Summary

The Program Manager works collaboratively with their Program Director to develop program materials and resources and supervise peer support specialists (PSS). The Program Manager supports the onboarding process of new PSSs and offers continual training and coaching to support high performance that meets program expectations. Works with other team members to problem solve and support program needs. Attends internal, community partner, and funder program-specific meetings as assigned by their Program Director. Assists Program Director to ensure program activities are in agreement with grant and contract requirements. Assists in preparing reports and other information as required by program contract agreements.

The Multnomah County Behavioral Health Resource Center (BHRC) is an innovative model that has been led by peers and centers its values in being trauma informed and equity based. The BHRC is a project of Multnomah County in collaboration with many community partners. The BHRC includes a Peer Run Day Center, 33 bed shelter with stays up to 30 days and a 19-bed bridge to housing program with stays up to 90 days for people experiencing homelessness and behavioral health challenges. The Day Center is run by The Peer Company and currently is open from 8:00AM to 8:00PM daily.

Qualifications

Education: High school diploma or equivalent required. Associate degree, or higher in a relevant field, preferred.

Background Check: A criminal background check will be conducted by The Peer Company in accordance with The Peer Company background check policy. A criminal record does not necessarily exclude an individual from employment with The Peer Company.

Pre-Hire Drug Screen: As part of The Peer Company's commitment to fostering a safe, productive, and professional workplace, we require pre-hire drug screenings for all potential employees. The screening will be conducted in accordance with The Peer Company's drug screening policy, as well as applicable state and federal laws.

Motor Vehicle Records Search: For positions that require driving, The Peer Company conducts a Motor Vehicle Records (MVR) search in accordance with company policy, insurance requirements, and applicable state and federal laws.

To be eligible for a driving-required position, candidates must meet the following minimum driving standards:

  • No major driving violations within the past 3 years (i.e. - DUII, careless driving, leaving the scene of an accident, etc.)
  • No more than 3 moving violations within the past 3 years (i.e. - speeding, failing to yield, running red light, etc.)

Experience:

  • Identifies as having lived experience in recovery with substance use disorder (SUD) and/or mental health challenges. Has at least 24 months of continuous, sustained recovery with SUD and/or mental health challenges before employment
  • Understands the principles of trauma-informed care, recovery, consumer-involvement
  • Associate's degree (or higher) with 3+ years of relevant work experience
  • 2+ years of supervision and program management experience with a diverse team

Maintaining Continuous Recovery:

Employees serving in recovery-focused roles who have lived experience with substance use disorder (SUD) must maintain continuous recovery and remain abstinent by not engaging in substance or alcohol use (illegal, legal, and recreational) during their employment with TPC.

Licensure/Certification:

  • Peer Support Specialist (OHA Traditional Health Worker certification) or MHACBO CRM certification required or able to be obtained within 90 days of hire
  • Valid Oregon Driver's License and proof of automobile insurance required Access to reliable personal vehicle required

Skills:

  • Demonstrated knowledge of human services/peer support program development and capacity building
  • Ability to network, communicate, and collaborate effectively with diverse groups and across varied communication and learning styles
  • Strong coordination and engagement skills
  • Strong written communication and data analysis skills, including the ability to develop reports, technical assistance guides, and training materials
  • Ability to read, analyze, and interpret mental health and recovery-related periodicals, professional journals, and government regulations
  • Ability to respond to impromptu questions from community organizations, consumers, and the public with professionalism and tact
  • Demonstrated understanding of trauma-informed care, recovery principles, and consumer involvement
  • Ability to recognize the impact of trauma on health, coping, and individual needs
  • Ability to work with people from diverse backgrounds and cultures
  • Ability to adapt to changing circumstances, shifting priorities, and evolving program needs
  • Ability to balance field-based work with program management and supervisory responsibilities
  • Demonstrated commitment to peer growth, learning, and recovery
  • Proficient with Microsoft Office Suite
  • Ability to push/pull/lift/carry items up to 50 pounds

Essential Functions:

  • Supervises peers support specialists to ensure task completion, complete program and contract goals, improve operational efficiency, and support professional development
  • Schedules PSSs based on contract obligations and arranges coverage as needed
  • Responds to and assigns referrals for peer services internally and with community partners as needed
  • Assists with onboarding and continual training new Peer Support Specialist staff through routine supervision and coaching
  • Provides 1:1 or group peer support/recovery mentor services as needed
  • Completes routine reports to highlight program deliverables and impact in collaboration with data analysts to internal leadership and funders
  • Support the Program Director in managing the program budget to ensure fiscal responsibility and efficient use of funds
  • Monitor and conduct routine employee record keeping audits (e.g., calendars, financial reports, Jotform, etc.) to ensure timely completion in alignment with company policy and contract expectations
  • Develop and maintain strong relationships with community partners
  • Regularly travel to various locations using a personal vehicle to perform job-related duties and responsibilities
  • Perform additional tasks and responsibilities as needed to support the team and organizational goals
  • Meets TPC's metric-based performance expectations based on organizational standards and contract deliverables
  • Supports BHRC Staff and community members with a focus on people who are living outside in the downtown Portland area
  • Collaboratively work with The Peer Company BHRC Senior & Associate Directors, appropriate Multnomah County BHRC team members and various community partners to achieve the BHRC day center goals
  • Complete other relevant duties as assigned
