Position overview / Statement of Work
The Division of Chronic Disease and Injury Prevention (CDIP) within the Philadelphia Department of Public Health is seeking a Web Developer to build and secure the back-end of a WordPress site to support the project's functions.
The candidate will work with CDIP’s UX/UI content manager to create a website with mobile support and usable interfaces using best practices, including meeting WCAG AA standards.
Work activities:• Build new features and reusable components for (add site URL)
o WordPress theme and plugin creation, PHP, HTML, CSS, JavaScript
Would largely follow selected theme, with limited customization
• Site should be able to be updated and maintained without reliance on initial
developer
o Security and accessibility experience
Will largely be addressed through WP Engine
• Work closely with a cross-functional team to ensure deliverables meet design, content and UX standards.
o For branding and imagery for the site’s overall look and feel
To match CDIP’s vision for site
• Collaborate with UX/UI Content Manager to ensure functionality of front-end development
• Collaborate with non-technical colleagues on new features, ensuring a good technical fit.
• Ability to adhere to the City’s Managed WordPress Guidelines
• Ensure the solutions you create meet web standard best practices, and accessibility guidelines.
• Address bug fixes as needed, and consider the maintainability of code.
o Keeping site and plugins up-to-date, regular maintenance
o Support Content Manager in additional development solutions after UX testing is completed.
• Build reusable, testable, and efficient code. Develop the building blocks of a website capable of
handling the below listed functions.
o Main page banner (rotating) (URL is healthylivesphl.com)
Developed materials will be shared with PDPH
o Meets WCAG AA Standards with potentially additional accessibility features
o Full site live by April 2026
o Search functionality across website
o File sharing capability
o Mobile browsing capabilities
o Google Analytics integration
• Maintenance
o Monthly maintenance to include technical support, minor updates, monitoring of plug- ins/themes/WordPress and act as liaison between WP engine and the internal team.
Skills/experience of the assigned staff: Required
• Excellent communicator: Articulate jargon to general audiences (e.g., City departments and the public), explain the logic behind design decisions, craft compelling narratives about product work, write and speak clearly, and cultivate effective communication among team members.

• Three (3) or more years of experience in systems analysis, programming, and design BA/BS in Mathematics, Computer Science, Information Systems, or related field, or equivalent knowledge acquired by work experience and training.

Requirements• At least 8 years of experience in the field of Quality Assurance with a minimum of 5years as a QA Lead working with complex enterprise solutions. • Experience testing public-facing software • Experience in using SLDC management system (like Azure DevOps, QC or JIRA) to track and execute test processes. Experience using Azure DevOps (former TFS, Cloud TFS, VSTS) is preferable. • Experience with UI test automation tool: Selenium WebDriver using Java. • Experience in covering requirements with test cases. • Must be able to assist in validation of technical requirements for integration between system components via real time and batch data transfers. Experience with specifics of functional and compatibility testing of browser-based UI (HTML based). • Understanding of the test tasks specifics for HTML based UI vs desktop applications or “thick clients”. • Understanding the purpose and use of the test tools for APIs/Web services, like SoapUI or Postman. • Understanding specifics of various text file formats (CSV, XML, JSON) and their use. • Understanding the purpose and scope of performance testing process and tools. • Must be proficient computer user with experience using standard productivity tools including Microsoft Project, Word, Excel, PowerPoint, Visio for documents development and data preparation and handling. • Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project. • Must be able to see tasks through to completion without significant guidance. • Strong issue resolution and investigation skills. • Ability to articulate and document the steps taken to resolve an issue. • Excellent oral and written communication/soft skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources. • Must take initiative, be a decisive decision-maker and show confidence in decisions made.
