ENGINEERING DIVISION MANAGER (CHIEF TRAFFIC ENGINEER) (CLASS CODE 4028)

Traffic Division Director

Professional, supervisory, administrative and technical work directing and evaluating all activities of the Traffic Division of the Department of Public Works which includes overseeing a staff of professional engineering, technical and administrative employees. This position provides oversight of complex traffic management projects, ensuring safe and efficient roadways for all users. Responsibilities include managing approximately 400 signalized intersections, overseeing multimodal transportation systems, coordinating street signage, and handling right-of-way permits. This role is critical for aligning traffic policies with modern engineering standards, reducing congestion, and improving public safety; and related work as required. This classification requires direct and sustained supervision of other in-house professional engineers.

Minimum Qualifications

1. Registration as a professional engineer. IMPORTANT: Out-of-state registrations are acceptable. However, any applicant who is not registered as a professional engineer in Louisiana must, if hired, show proof of such registration during his or her probationary period. No person may receive permanent status until this requirement has been met, and no probationary period may extend longer than one year. Civil, transportation, traffic, mechanical, electrical, or general engineering is preferred. 2. Seven (7) years of engineering experience as a professional Engineer. At least two (2) years of this experience must have included supervisory responsibilities. At least four (4) years of this engineering experience must have been in traffic operations engineering. (Promotional) 1. Registration as a professional engineer in Louisiana. 2. Permanent status with the City of New Orleans at a pay grade equal to or higher than 96 and four (4) years of exempt level professional traffic engineering experience. At least two (2) years of this experience must have included supervisory responsibilities. Note: Professional engineering experience must have been gained after registration as a Professional Engineer. Note: Current certification as a Professional Traffic Operations Engineer (PTOE) or eligibility to take the Professional Traffic Operations Engineer (PTOE) certification exam is strongly preferred.

Prior to appointment, the hiring agency is required to verify professional engineer's registration/license claimed by the applicant to qualify for this classification. Domicile requirements for employment (Sewerage and Water Board): Domicile requirements are currently waived for the purpose of application. Residency requirements are waived for all Sewerage and Water Board of New Orleans positions vacant and advertised for at least 90 days. Medical screening: A medical screening, which may result in a medical examination, is required for all original entrance probationary appointments to non-active classifications.

Good moral character: Good moral character is required of all applicants. Any applicant may be disqualified if his/her character or past employment record is found to be unsatisfactory as determined by the Department of City Civil Service. Forgery, misrepresentation of facts, or cheating on examinations is punishable by disqualification, fine and other penalties.

Important: Applicants who are licensed to drive should have a current license on their person for purposes of identification during all phases of an examination. In lieu of such license, the Department of City Civil Service may require that applicants have some form of picture identification.

Veterans preference: On original entrance examinations, veterans (as defined in Article X, Section 10(2) of the Constitution of the State of Louisiana), disabled veterans, certain spouses and parents of veterans shall receive additional credit if claimed as provided on the Veterans Preference claim form which can be obtained in this office. To obtain credit, this form must be submitted with the required proof (at the minimum, a DD214) before the final filing date.

High school diploma and general equivalency diploma (GED): High school diplomas and general equivalency diplomas (GED) must be issued by a state Department of Education or an institution recognized by a state Department of Education. Certificates of completion, high school diplomas and GED from institutions not recognized by a state Department of Education are not acceptable.
