Job description

Director of Operations

Working within the operations directorate, the director of operations and their deputy are responsible for the overall management of supervision operations, user support, the proper functioning of critical infrastructures, and digital support. They ensure the coordination of the Operations Control Center (OCC) and monitor the performance of systems under normal and crisis conditions. They are also key players in operational anticipation, technical risk management, and the continuous improvement of systems.

The deputy director of operations works closely with other departments (DUD, DT, and SG) under the direct authority of the director of operations, assisting and succeeding them.

They share responsibility for the operations control center (OCC), which is in charge of operating all services of the Future Radio Network (FRN), ensuring the availability, performance, security, and compliance of FRN services. The OCC (NOC, SOC, user support) monitors 24/7 the coordination of multiple actors, both internal and external to ACMOSS, involved in the production of services and support of FRN, as well as the end-to-end consistency of ACMOSS operational processes.

  • The radio operations control center (NOC) is responsible for the supervision and front-office treatment of incidents by applying established procedures, managing alarms with cold processing of complex incidents and system administration, providing level 3 support to FRN users requiring a high level of administration rights, and executing updates of FRN components.
  • The office in charge of infrastructure and digital support is responsible for planning and monitoring operations on external infrastructures in liaison with the ministry and within ACMOSS internal premises, interactions with DTNUM, and the internal office support and equipment of the Agency.
  • The office in charge of user support is responsible for collecting and qualifying user support requests, processing requests, and redirecting unresolved requests to the NOC or other ACMOSS services.
  • The office in charge of monitoring, anticipation, and support for operations is responsible for anticipating events requiring operational support in liaison with the Users and Deployment Directorate (DUD), proactive and reactive analysis of radio coverage needs, and managing the expressed needs of user services, including triggering solutions for radio coverage extension (SDB, SRR, etc), and conducting RETEX of events and crises.

Required Profile

  • Degree of at least Bachelors + 5 in telecommunications and information systems
  • At least 8 years of experience in a similar position with significant managerial experience in the deployment of mobile networks.

Documented experience and expertise in the following areas:

  • Operation of a full MVNO network, core network 4G/5G, 4G/5G networks; Management of operations supervision centers;
  • Operation of IMS services, VoLTE;
  • Mobile terminals and SIM technologies;
  • Information Systems OSS, BSS, EMM;
  • Urbanization of information systems and integration tools (API, SDK);
  • Dry and cloud hosting;
  • Crisis management, leadership, and inter-service coordination.

The position also requires solid knowledge and skills in the following areas:

  • 3GPP standards, particularly in their mission critical aspect;
  • Application of critical communications MCPTT, MCDATA, MCVIDEO.

The position requires strong technical skills as well as recognized experience and aptitude for managing teams mainly composed of engineers. Great relational skills and verbal skills are also expected.

  • Level Level 7 Master/equivalent degrees

Additional Information

You will carry out your duties under "Article 10" with 17 days of RTT.

Special conditions of exercise

The position requiring access to information classified as national defense secret, the selected person may undergo a procedure of authorization at the secret or top secret level, following an administrative investigation, in accordance with the provisions of Articles R.2311-7 and following of the Defense Code and Chapter 3 of the General Interministerial Instruction No. 1300 on the protection of the national defense secret of August 9, 2021.

Working in the field of security and rescue implies a high level of reactivity and availability in line with the functioning mode of the system's users.

The holder of the position is required to perform on-call duties.

Mastery of English is indispensable.
