Job Summary

The City of Bellevue, WA is currently accepting applications for a Streets Lead Worker-Programs. This is a journey-level position that performs a wide variety of street maintenance duties. Duties include the installation, maintenance, and repair of the City's roadway, signs, traffic control and walkway infrastructure and related appurtenances, and the staffing of major street maintenance programs such as street cleaning, ice & snow response, and vegetation management. This position will act as a lead to one or more small work groups; reporting to the crew leaders of the section and supervised by the Street Maintenance Superintendent who reports to an Operations Manager. This is a full time Teamster Local 763 Union position. Persons in this classification perform all tasks associated with their work group. They competently and conscientiously operate and care for all equipment needed to complete the tasks of their work group. Work will be performed cooperatively with other employees as incumbents make on-site job assignments, troubleshoot on-site problems including working with senior engineering technicians to compile repairs and oversee the work of outside contractors. The incumbent ensures the availability of equipment needed to complete assignments including equipment procurement and rental, resolve on-site problems between employees, report project status to superiors, and complete work in a manner that leads/motivates all members of the group and assures individual, co-worker, and public safety in all weather and working conditions. Employees perform with little supervision while on the job site; make decisions necessary to plan, organize, and complete their work with appropriate safety and efficiency, and complete work in a manner that commands the respect of, or demonstrates appropriate courtesy to the public. Incumbents will provide adequate, documented and consistent on-site training opportunities for subordinate employees. Candidates for this position are expected to have excellent mechanical problem-solving skills as well as the ability to estimate project costs and schedule work. Responsible for on-site direction of crews concurrently at multiple job sites performing Street Maintenance tasks and is responsible for performing some duties that are not typical at the Lead Worker level (such as job planning for multiple sites, overseeing contracted work and providing administrative or technical support of multiple programs).

Essential Duties and Responsibilities

  • Perform at a journey-level all general duties necessary to install, repair, and maintain the City's Signs and Traffic Control Device infrastructure including crosswalk thermoplastic markings, paint lines, legends, signs and posts, delineators, etc.

  • Organize, lead and perform work activities related to multiple Streets Maintenance Programs. Proactive program ownership is required including current knowledge of available technologies and methods and resulting production expectations as well as comparative costs.

  • Maintain infrastructure inventories, assess condition of transportation infrastructure and document results using related automated databases such as Maximo and Microsoft Access and Excel.

  • Develop a weekly schedule and work assignments for subordinate employees at multiple concurrent locations.

  • Monitor crew production costs of projects/tasks as well as levels of service and be ready to compare with surrounding agencies.

  • Lead subordinates in the development of a team environment, train crew members, document and monitor work performance.

  • Document and report crew performance and maintain work records.

  • Schedule, assign and maintain program and function-related equipment. Acquisition of rented or purchased equipment as needed.

  • Monitor availability of supplies and reorder as appropriate.

  • Coordinate the use of shared resources (i.e., equipment, staff, and materials) with other team leaders.

  • Process customer requests promptly and conduct follow-up as necessary. Provide claims investigations and timely documentation of liability issues and actions taken.

  • Comply with City policies and codes and enforce safety regulations. Follow and assist in creation of standard operating procedures.

  • Handle on-site questions and concerns from the public.

  • Respond to emergencies such as wind, ice and snow or damage to the system infrastructure.

  • Provide timely communication of employee issues or changing conditions orally and by written reports to crew leader and superintendent.

  • Lead/motivate all members of the work group and ensure employee and public safety in all weather and working conditions.

  • Operate and oversee the use, care and operation of maintenance equipment including City vehicles, heavy equipment and tools.

  • Verify the work of assigned employees for accuracy, proper work methods, quality, techniques and compliance with applicable standards and specifications.

  • Employees have a duty to report to work in response to emergencies such as weather-related events, flooding or earthquakes.

Qualifications

Education & Experience Requirement

  • One year of experience leading or supervising a work group.
  • Experience delivering quality customer service to the general public. Proven customer communication skills.
  • Basic computer experience in word processing and spreadsheet software required. Database experience preferred.
  • Clear and concise oral and written interpersonal communication skills.
  • Ability to effectively interact with, and demonstrate leadership to subordinates, peers, and supervisors.
  • Ability to make decisions necessary to plan, organize, and complete work for multiple project sites efficiently and effectively.
  • Ability to perform effectively with little or no supervision.
  • Ability to take ownership of the program assigned and fully understand all aspects.
  • Ability to understand, teach and promote the High Performance Organization (HPO) practices and the City's Core Values within your assigned program and peers.
  • Demonstrated ability to adhere to safety procedures, work rules and guidelines.
  • Ability and willingness to work overtime or changing shifts (including nights and weekends).
Preferred Education and Experience
  • Graduation from high school or a GED equivalent
  • Five years of experience in municipal maintenance or general construction activities.
  • For this position, at least three years' experience in all Street related maintenance is required.
Additional Qualification Criteria
  • The selected candidate will be required to respond to emergencies on a 24-hour basis.
  • Must possess a valid Washington State Driver's license at date of hire. Must have and maintain a good driving record by City Standards (posted on job application).
  • Preferred current (CDL A) License or must be able to obtain a Washington State Class A Commercial Driver's License (CDL) within one year of employment.
  • Selected candidate must pass a pre-employment flexibility test and physical capacity test.
  • Selected candidates who possess a current CDL must pass a pre-employment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing for all job classifications requiring a CDL).
  • Selected candidates who do not currently possess a CDL will be subject to a drug and alcohol test upon obtaining CDL in accordance with DOT rules and regulations.
  • Must meet current eligibility requirements for Washington State-issued CDL/CLP
  • Must possess or be able to obtain a Washington State flagging certification within 6 months.
  • Candidates possessing arborist certification, pesticide license, membership in IMSA, or other applicable certifications are asked to list them in their application materials for consideration.

Working Conditions & Physical Demands

  • Must be able to lift up to 90 lbs. and engage in considerable pulling, pushing, and climbing.
  • Work is done mostly outdoors in all types of weather conditions. Common hazards include traffic, underground lines, chemicals, and equipment.
