I. Project Overview & Scope The Florida Department of Health (FDOH) is seeking a Decision Support Specialist to support the Health Management System (HMS), a self-developed and federally certified Electronic Health Record (EHR) and practice management system.
The consultant will provide decision support and reporting services for HMS, including developing reporting solutions, maintaining centralized reporting datasets, gathering business requirements, developing report specifications, facilitating stakeholder reviews, and supporting enterprise reporting and analytics initiatives.
II. Required Qualifications & Experience Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
- 5+ Years: Documented experience managing database structures and design.
- 5+ Years: Documented experience maintaining centralized data reporting infrastructure for the purposes of enterprise-wide decision support.
- 5+ Years: Writing relational and Online Analytical Processing (OLAP) database queries using SQL.
- 5+ Years: Working with SQL Server Analysis Services (SSAS) and SQL Server Integration Services (SSIS) or similar.
- 5+ Years: Performing requirements analysis and generating ad-hoc reports.
- 5+ Years: Conducting technical specifications reviews and providing guidance and feedback.
III. Contractor Responsibilities & Tasks The Decision Support Specialist will complete the following service tasks:
- Reporting Tools & Data Management: Design, develop, and submit reporting tools and data management routines that populate centralized datasets used for reporting based on functional specifications. Tools will provide access to key performance indicators (KPIs) identified by the Department, Clinical Quality Measures established by the National Quality Forum, and Federal EHR Meaningful Use Objectives.
- Business Requirements Evaluation: Evaluate and submit business requirements and determine KPIs to be evaluated by the Department to establish priorities.
- Specification Development: Analyze business requirements for KPIs, Clinical Quality Measures, and Federal EHR Meaningful Use Objectives. Use these requirements to develop report specifications utilizing Microsoft Office tools that capture the goals of the defined business requirements.
- Stakeholder Facilitation: Facilitate specification reviews with business analysts and team managers. Ensure a defined agenda is communicated to participants, provide a common understanding of terms and definitions, synthesize ideas, track discussions, and provide clear oral and written summaries of discussions and decisions.
- Training: Complete job-required training as assigned by the Department (verification may include certificates, sign-in sheets, or LMS verification).
